Job Description

Western Nevada College is recruiting for a Personnel Technician 1 (Grade 25) within the Human Resources office. This position is established as a Personnel Technician 3 (Grade 29). The incumbent may underfill at the Technician 1 level and progress to the full journey level upon meeting the minimum qualifications for the next level, with satisfactory performance, and with the approval of the appointing authority.

At the Personnel Technician 3, this position provides technical support and guidance to employees, supervisors, and support staff on a wide variety of disciplines including pay administration, compensation, leave, benefits, performance evaluations, and onboarding; and provides backup to other positions within the HR office. The role has a significant emphasis on providing customer service focused support across all employee types within the College. This position works closely with partners to facilitate shared HR services across NSHE institutions and is the primary liaison with external benefit providers. This position reports to the HR Manager and is a part of a 5-member HR team.

At the Personnel Technician 1 level, duties for this position are as follows, additional duties may be assigned as needed:

  • Pay Administration - initiates, analyses, and approves routine compensation, benefits, and staffing events administered through an HRIS system; applies various policies and procedures related to benefits and compensation; supports onboarding for new employees; and provides leave, absence, and timekeeping assistance

  • Human Resources Support - provides direct customer support for all employees on a wide variety of HR subject matter areas; assists with projects and events; provides guidance on routine HRIS system functionality and operation to employees; assists in maintaining employee records

  • Benefits Support - performs first-level benefit assessments for all employee types; assists with routine benefits administration within an HRIS system and through external benefit partners management applications; applies and provides guidance on benefit policies and procedures

  • Payroll Support - assists with routine corrections and changes; troubleshoots routine compensation and payroll issues; provides guidance to employees on routine payroll matters; assists in initiating requests for corrections

Required Qualifications

  • This position requires graduation from high school or equivalent education and two (2) years of clerical experience that included extensive public contact and customer service, recordkeeping, document processing, and the application of policies and regulations; OR

  • An equivalent combination of education and experience

Preferred Qualifications

Candidates with experience in Higher Education, are encouraged to apply.

Candidates with experience using Workday or similar HRIS application and the Microsoft Office applications are encouraged to apply.

Candidates with experience at a State of Nevada agency, or similar civil service setting are encouraged to apply.

Schedule

The typical work schedule is Monday through Friday from 8:00 am to 5:00 pm. Occasional work outside of normal business hours may be required for special events. Flexible in-person work schedules are available with the approval of the appointing authority and based on department needs. Work schedules are subject to change based on organizational needs.

Compensation Grade

Grade 25

The classified employee pay scale is divided into 10 steps within each grade. Most employees start at a step 1 and are eligible for an annual step increase with satisfactory performance, until they reach the maximum, step 10. Classified employees are eligible for any legislatively approved cost of living increases (COLA).

Employees contribute under either a post-tax plan, with the employee and college each contributing 17.5% of the employee's salary (35% combined contribution); or under a pre-tax plan with the college contributing 33.5% of the employee's salary on their behalf with employees paying for their half of the PERS contribution through a pre-tax salary reduction. The Nevada System of Higher Education (NSHE) does not participate in the federal Social Security System but does contribute to the federal Medicare program. This means that while you are employed by NSHE neither you nor NSHE contribute to Social Security and you do not earn a Social Security benefit.
