BAI, Inc. is currently looking for a Personnel & Security Specialist to support a U.S. Navy Program at the Naval Observatory. The Personnel Security Support Specialist will assist the government security team with the Division's personnel security program to include administration, monitoring, and management of metrics for the Program Access Request (PAR) process; maintaining access databases; and all required personnel security documentation including access rosters and personnel security files. This individual will also assist in the maintenance and upkeep of accountable documents in support of Registry functions.

The Personnel Security Support Specialist shall perform the following specific functions/tasks:

  • Develop, coordinate, maintain, and update (semi-annually) Personnel Security Standard Operating Procedures (SOP) Manual that is reflective of the current operating environment and encompasses PAR processing in databases including the Joint Access Database System (JADS) and the Joint Access Database Environment (JADE).

  • Ensure Personnel Security SOP Manual is detailed enough for new employees and is in accordance with all United States Government (USG), Department of Defense (DoD). and Department of Navy (DON) policies, directives, and instructions.

  • Provide hands-on training on personnel security processes for all new contractor employees and specific government employees approved by the Security Manager.

  • Review all incoming PAR packages and ensure all required information is included, including currency of information, completeness of forms, and required signatures.

  • Generate PAR packages for personnel under the customer office's cognizance to include requesting the Special Access Programs (SAP) Personnel Security Questionnaire (PSQ) and supporting template documents.

  • Respond to candidate questions regarding forms content, request missing information from candidates, generate electronic PARs (ePARs), draft letters of compelling need (LOCN) for government signature, and route PARs for review and approval.

  • Make initial eligibility determinations using the DISS and PSQs in accordance with applicable policies.

  • Maintain all personnel security records and ensure records are current and in accordance with applicable personnel security requirements.

  • Updates PSQs annually for all personnel under the cognizance of the Security Manager.

  • Prepare Program Indoctrination Agreements (PIA); provide PIAs to requestor and briefer.

  • Generate debrief PIAs, provide to the debriefer, and/or execute debriefs on behalf of the government security team.

  • Perform accurate and timely updates of personnel briefings and debriefing records in JADS and JADE.

  • Conduct annual personnel security reviews to include JADS and JADE database reviews and prepare and execute corrective action plans as required.

Requirements

  • Current Department of Defense Top Secret (TS) Clearance.

  • Previous demonstrated significant experience conducting tasks for DoD SAPs or other U.S. government-equivalent compartmented access programs is required.

  • Greater than 3 years' work experience preferred.

  • Bachelor's degree and/or military experience preferred; however, combinations of experience and education will be considered.

  • Working knowledge of MS Office software suite to including Outlook, Word, Excel, and Power Point; knowledge of computer database systems.

  • Demonstrated customer support, interpersonal skills, and both oral and written communication skills.

  • Maintain a professional appearance suitable for greeting senior DoD and DON visitors.

  • Maintain a pleasant demeanor, professional appearance, and appropriate telephone courtesies.
