This position is located within the Personnel Security Division (PSD) and is an integral part of a small team that provides personnel security services to the agency. The PSD is responsible for planning, directing and coordinating personnel security-related aspects for Library applicants, employee and contractor background investigations and for developing, issuing and implementing Library-wide personnel security and suitability/fitness policies and procedures.

Reviews and evaluates security applications submitted to the Personnel Security Division
. Reviews forms for completeness and continuity of activities. Obtains information to clarify questionable or discrepant information.
Initiates investigative process appropriate to the position sensitivity and/or the level of security clearance required. Obtains prior investigations, security clearance accesses and existing derogatory information from other Federal agencies. Determines scope of investigation and identifies additional coverage required.
Reviews, evaluates, and adjudicates personnel security investigations conducted by the Office of Personnel Management (OPM), the Federal Bureau of Investigation (FBI), Defense agencies, and other investigative agencies. Interview subjects of investigations regarding inconclusive or derogatory information.
Based on comprehensive understanding of appropriate regulations, the incumbent independently responds to a wide range of substantive inquiries from within and outside the Library regarding policy, procedures, records, relationships, status of individual cases and other aspects of the personnel security program. Maintains liaison with administrative support personnel handling the security aspects of the personnel process assigned to the various offices within the Library.
Provides guidance and assistance as necessary. Exercises independent judgment in determining whether an what information should be released. Reviews adjudications of lower-graded specialists for quality and to ensure consistent application of adjudicative factors and guidelines. Drafts security clearance and revocation proposal and decision letters to employees and applicants, where significant adverse information has been developed in the background investigations.
Attends various Library and federal government-wide meetings that involve personnel security. Meetings include but are not limited to Suitability and Security Executive Agent quarterly briefings and conference calls, Library security training, and the Background Investigations Stakeholder group.
The incumbent must have, and/or be capable of obtaining and maintaining, a TOP SECRET security clearance.
