This position is located within the Human Resource Management Service at the Wilkes-Barre VAMC located in Wilkes-Barre, PA. The primary function of this position is to coordinate the overall personnel security program by performing the full range of tasks associated with establishing, maintaining and enforcing all regulations related to Personnel Suitability and Security.

Responsible for the adjudication process of all National Agency Checks with Written Inquiries (NACIs), Special Agreement Checks (SACs) with issues, and Minimum Background Investigation (MBI) and Background Investigation (BI) referrals from VA Security and Investigations Center (VACIS) security clearances with regard to suitability issues. Provides written statements of reason why employment cannot be offered, security clearances cannot be granted or adverse action is being taken.
Provides technical advice and guidance to employees, contractors, affiliates and volunteers with regard to matters pertaining to e-QIP. Reviews SF-85s, OF-306, CERs, RELs and other e-QIP documents for completeness. Provides technical advice with matters pertaining to the PIV Program.
Determines adequacy and completeness of the investigation and of other means by which data were collected. Plans for improvements in the facility personnel security program. Monitors the effectiveness and efficiency of program operations and compliance with applicable regulations.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
