GDIT is seeking a Resource Management and Strategic Communications Lead in Arlington, Virginia to support a major federal customer's operations. This position supports a federal contract designed to protect the cybersecurity of diplomatic missions across the world. In this role, you will work directly with GDIT and customer leadership to fulfill a critical mission focused on personnel management and strategic communications.
The ideal candidate will have an extensive background in current and emerging personnel management and communications techniques. They will have experience and a firm understanding of government resource management and the ability to work a wide array of tasks and efforts at one time. They will have a demonstrated passion for effective organizational change. She/he will have a deep dislike of complacency and a need to drive organizations to always remain relevant. The successful candidate must be able to partner with government and contract leadership to drive effective change through inspiration, passion, and continuous self-disruption.
Manage Federal staffing and human resources for over 70 Civil Service, Foreign Service, and Personal Services Contractor (PSC) positions.
Oversee contract staffing processes and reporting across all
Establish and maintain a collaborative partnership with all hiring managers and respective HR partners
Write Federal cybersecurity position descriptions and ensure compliance with the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework.
Prepare recruitment materials including job analyses, job questions, job opportunity announcement, and eligibility and qualifications requirements.
Develop memos and justification for various HR initiatives, such as: requesting new or ladder positions; requesting desk audits for potential position upgrades; and requesting superior qualifications for applicable candidates.
Coordinate and consult on HR recruitment programs internship or Wounded Warrior..
Track hiring metrics for Federal and contract resources to show key performance indicators and track pipeline to anticipate actions for Federal hiring managers.
Implement program retention & recruitment strategies, developing new ideas, objectives, and initiatives including: employee engagement surveys, diversity and inclusion practices, training and development programs, career tracks, and rewards and recognition programs.
Maintain awareness of all Federal hiring policies such as the Executive Order on America's Cybersecurity Workforce and the Executive Order on Modernizing and Reforming the Assessment and Hiring of Federal Job Candidates.
Draft justification and supporting documentation for internal and external awards (e.g. Hero Awards, Quality Step Increases (QSIs), and Quarterly Performance Awards (QPAs).
Assist with ensuring on-time submission of Performance Reviews and Employee Evaluation Reports (EERs).
Prepare and present weekly and monthly staffing reports and briefings to senior GDIT and government program leadership including status and recommended actions.
Supports organizational change management knowledge and strategies to maximize business processes, systems and technology, job roles, and organizational structures; identifies risks, impact, timeframe, and cost of change to achieve planned future state; identifies mechanisms for monitoring change progress
Anticipates client and contract needs, assesses program issues, and develops resolutions to meet productivity, quality, resource, and client-satisfaction goals and objectives
Works with leadership to identify current and future technical and business resources needed and create sshort and long-term solutions in alignment with strategic, organizational objectives
Manages and delivers executive-level, strategic communications and marketing initiatives including white papers, issue papers, press releases, customer articles, speeches, talking points, catalogs, website content, annual reports, and briefings; coordinates press conferences, events,and manages media relations
Coaches fellow team members of all levels on effective communication styles, strategies, and techniques
Develops and maintains a program-wide communications plan focused on normal and emergency communications, identifying customer and contractor communication needs and preferences, and internal/external organizational communications.
BS/BA in Human Resources, Communication, Organizational Change, or relevant field. (MS/MA preferred).
Ability to collaborate and provide superior customer service with all levels of staff/management including senior leaders.
Driven, energetic, team player with superior oral and written communication skills Self-starter and initiative to develop and implement employee retention strategies.
Ability to research, analyze, interpret, and resolvecomplex issues, policies, operating procedures, and processes in a dynamic and rapidly evolving cybersecurity field
Experience and knowledge of change management principles, methodologies, and tools; ability to assess and evaluate change readiness and create change management strategies to drive faster buy-in and adoption of change
Superior customer service and interpersonal skills to effectively relate to agency and customer needs; ability to build working relationships and coordinate activities with leaders and key stakeholders
Ability to provide advice and guidance, prepare reports and briefings, defend recommendations, interpret policies, promote information-sharing, and represent the directorate's interests
Ability to carry out major tasks and initiatives in support of executive-level client needs
Ability to develop and implement communications strategies and create executive-level communications materials
Secret level security clearance. (Top-Secret eligible)
Desired Qualifications :
Degree or certification(s) in Human Resources (HR).
Knowledge of the Federal hiring process and the 2210 cybersecurity job series.
Experience writing position descriptions for the Federal government and/or cybersecurity industry.
Understanding of the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework.
Prior work with global target audiences is preferred
Working knowledge or background of the customer environment preferred, including international organizational and operational structure.
