Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Enterprise Services, Office of Human Resources Management, Planning, Program Analysis, and Evaluation Directorate, Personnel Research and Assessment Division located in Washington, DC.
Responsibilities

Joining Customs and Border Protection, Office of Human Resources Management will allow you to use your expertise in industrial/organizational psychology. This position starts at a salary of $81,548.00 (GS-12, Step 1) to $126,062.00 (GS-13, Step 10) with promotion potential to $148,967 (GS-14, Step 10). In this Personnel Research Psychologist position, you will become a key member of an interdisciplinary team of Homeland Security professionals responsible for enhancing organization effectiveness through organizational development, designing, developing, and validating tests and other assessment instruments for use within CBP, and conducting research to support national initiatives. Typical work assignments of this position include:
Serving as an internal consultant to CBP program offices on human capital issues such as talent management, career paths and workforce development, organizational development, motivation, leadership, and evaluation, using behavioral science as the foundation for organizational assessments and interventions
Designing and implementing surveys to support data driven decision-making around human capital issues or enable program evaluation
Planning and conducting job analysis studies, the results of which serve as the foundation for a variety of human resources programs such as developing tests and other assessments used for frontline hiring, developing training curriculum for new hires, and developing career paths
Designing, developing, and validating employee selection tests and related instruments for application to specific and general examining needs, and conducting studies to determine the predictive effectiveness of existing tests for specific occupations. Using classical test theory and item response theory to develop assessments, including computer adaptive tests
Participating in all phases of the research process, including problem definition, planning, execution, analysis, interpretation, and reporting of results. Preparing and presenting briefing materials that communicate technical information to non-technical audiences of all levels; documenting applied research study methods and results in technical reports

BASIC REQUIREMENT:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study (or equivalent) in psychology.

You must submit a copy of your college transcripts showing coursework completion at the time of your application.

You qualify for this position if you meet the basic requirement listed above and possess either one year of specialized experience, substitution of education or a combination of education and experience as described below.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. Examples of such experience include: assisting in formulating, defining, and conducting research assignments of considerable scope and complexity, addressing problems in human resource management; applying research techniques and measurement theories, principles, and practices in order to meet organizational needs; following established technical standards and guidelines for the conduct of research and development activities; and establishing technical milestones for projects, and keeping upper management informed of general plans and progress.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. Examples of such experience include: establishing technical standards and guidelines for the conduct of research and development activities; reviewing completed work for fulfillment of objectives, effect of advice, and impact on overall program; developing new approaches, methods, techniques, and hypotheses related to assigned projects; and formulating and guiding the research approach to be used to resolve critical management problems.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

GS-12: A Ph.D. or an equivalent doctoral degree from an accredited college or university may be substituted for experience required at this level if it provided the knowledge, skills, and abilities necessary to do the work.

Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

There is no education substitution at the GS-13 grade level for this occupation.

Combining Education and Experience:
To combine your education and experience, convert each to a percentage and then add the percentages. If your education is currently described in quarter hours, multiply by the fraction 2/3 to convert into semester hours then divide the semester hours by 18. To determine your percentage of qualifying experience, divide your total months of experience by the required number of months of experience. All your percentages together. The total must equal at least 100% in order to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 10/05/2018.
