Job Description: Serco Inc. is looking to fill a full-time Personnel Employment Assistant (PEA) II Site Lead position at our Newport, RI location. This position provides Contractor Identification Card Administration. This role serves as the Primary SSM to accomplish common ICA-21 tasks such as the issuance of CAC and non-CAC cards as well as ancillary services such as PIN reset and the updating of DEERS data. The SSM provides technical guidance and assistance to all ICA-21 personnel, responds immediately to DMDC, The Navy Project Office and TELOS when tasked to comply with inventory requirements and discrepancies with DEERS transactions.

Responsibilities include:

  • -Oversees contract employees located at the site
  • -Coordinates staff activities to ensure the accomplishment of the ICA-21 mission, leading by example in compliance with all performance standards and requirements; and the delivery of exceptional customer service
    • Assists in the proper staffing of the site by informing the Assistant Operations Manager of anticipated government and civilian personnel losses and screening applicants for contract positions
  • -Facilitates the proper supply of government and contractor supplied materials by monitoring stock levels and submitting timely requests for new supplies to DMDC or the contractor's supply coordinator.
  • -Acts as the primary point of contact for contract employees located at the site
  • -Provides initial and continuous training to all ICA-21 personnel in compliance with Performance Standards
  • -Coordinates site support and installation support issues with the Designate Government Representative (DGR). Attends/participates in CPC and/or Installation meetings and reaches out to the local command to ensure all updated DEERS/RAPIDS information is disseminated
  • -Ensures weekly report is completed and submitted to the ICA-21 Project Management Office.
  • -Performs regular maintenance and required system updates on all workstations, while keeping ICA-21 leadership informed.
  • -Maintains trouble log for each workstation to keep up with issues
  • -Establishes a Continuity of Operations Plan (COOP) for the site. Maintain and update Security Online and the Appointment Schedule
  • -Reports any DEERS/RAPIDS issues immediately to Assistant Operations Manager. Coordinates and informs ICA-21 of anticipated site visits from any government agency (DMDC, The Navy Project Office, ICA-21 PMO, etc.)
  • -Ensures required DMDC Web-based training courses are completed by new RAPIDS users and/or within 60 days of expiration for certified RAPIDS users; all reference material is on hand and accessible to ICA-21 personnel at all times
  • -Ensures all ICA-21 personnel have active NMCI/government e-mail accounts
  • -Serves as Clerical expert in independently processing the most complicated types of personnel actions, e.g., temporary employment, rehires, and dismissals
  • -Maintains Familiarization with all Navy DEERS/RAPIDS Bulletins, DMDC 'Did You Know Newsletters' and any other correspondence sent out by a government agency in reference to DEERS/RAPIDS
  • -May perform tasks beyond routine clerical such as: pre-employment drug screening and new hire orientation, responding to routine questions on policy and procedures, and/or provide reports on employee turnover or time and attendance
  • -May be asked to evaluate and consolidate information from various sources under short deadlines, such as internal or external survey information, reporting on company employment statistics (retention, equal opportunity reporting, etc.)
  • -May provide guidance to lower level Personnel Assistants; guidance is provided as needed
  • -Travel may be required

Must write legibly to document transactions and possess general mathematical skills; completed written work receives close technical review from higher-level personnel office employees

Strong communication skills, dependability, professional demeanor and team player approach required

Previous ID card facility experience and knowledge of military highly preferred

Recent valid security clearance and personnel service support a plus

Time management skills, ability to interact with all personalities within a military environment, and demonstrated problem solving skills desired

This position provides Contractor Identification Card Administration to Government clients as a DEERS/RAPIDS Site Security Manager (SSM) at the base or site level and performs all ID card and CAC issuance related tasks to include researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in AFI 36-3026_IP and the RAPIDS Training Guide. Responsibilities include: * -Site POC for RAPIDS-related matters * -Managing security of RAPIDS workstations under assigned purview ensuring they are operated and maintained under security procedures * -Ensuring maximum protection against compromise and theft of sensitive information and prevent the misuse or misappropriation of RAPIDS * -Implementing training and awareness for RAPIDS security, and incorporate this training into the overall unit security and RAPIDS training programs * -Registering, processing, and maintaining Defense Enrollment Eligibility Reporting System (DEERS) and Real-Time Automated Identification System (RAPIDS) as part of a Verifying Official's responsibilities * -Ensuring unit's contingency plans incorporate RAPIDS requirements * -Maintaining site Roster of RAPIDS users and assigning associated roles/categories * -Viewing/updating RAPIDs configuration utilities as needed * -Requesting DEERS new user logins, deleting discontinued logons, and updating security privileges for previously issued for ID's * -Ensuring APIDS audit trails are reviewed at least weekly and that audit files are maintained for thirty days; along with reviewing system audit trails and investigating security violations in coordination with Security Manager in accordance with Appendix K – Incident Response Plan * -Reporting incidents to the Identification Card Administration Project Management Office with immediate reporting of: any attempt to gain unauthorized access to Sensitive defense information, any system failure, or any suspected defect that could lead to unauthorized disclosure * -Deactivating/reporting security violations and report SSM changes immediately to DEERS Security * -Maintaining Site Information (i.e. site name, site location address, site phone numbers, and site mailing address) * -Maintaining a file copy of the generic or type accreditation statement, and prepare unit-specific recommendations, through the appropriate chain of command, for input into the accreditation document, as required * -Preserving accountability for all related stock items and printer consumables by following prescribed Insurance Logistic Portal acceptance procedures, including signing for stock, verifying card numbers contained, and accepting/rejecting each carton of CAC shipment prior to releasing for use * -Performing routine operator maintenance on RAPIDS workstations and printers * -Issuing memorandum of authorization for use of Commissary and Post Exchange to eligible customers * -Position requires ability to speak, read, and comprehend English including printed regulations, detailed written orders, operating procedures, training instructions and materials.
