The Law Department is seeking to hire one (1) Associate Staff Analyst to serve as a Personnel Associate under the direction of the Deputy Chief of Personnel. Personnel Associates are directly responsible for overseeing and managing all personnel related matters for their assigned divisions. The Personnel Associate will play a vital role within the Law Department's Personnel Unit by overseeing and managing all personnel related matters for their assigned divisions in addition to performing essential Additions to Gross' calculations

Job responsibilities include, but are not limited to:

  • Onboarding and hiring of new employees and consultants

  • Process promotional actions and ensure employees complete updated paperwork

  • Work with divisions to obtain justification information for a new hire or promoted candidate.

  • Work in Human Resources related applications including Payment Management System (PMS) and New York City Automated Personnel System (NYCAPS) to ensure hires are entered correctly

and changes to an employee record are performed timely.

  • Management and reconciliation of division headcount and work with divisions to post vacancies.

  • Monitor adherence to Additions to Gross'(ATG) policies and procedures set between the City of New York and labor unions.

  • Perform Additions to Gross calculations and use NYCAPS to implement them

  • Process differentials, RIPs and longevity payments; process "one time" payments, supplemental payments and "one-time" deductions

  • Ensure accuracy of all ATG entries via NYCAPS and PMS

  • Handle ATG inquiries intra- and inter-agency and provide timely responses.

  • Perform audit/reconciliation to ensure accuracy of additions to gross

  • Process collective bargaining increases as required including RIPs and longevity differentials

  • Process Mass Pay Changes from collective bargaining agreements and Management Pay Order, as well as from the Senior Counsel, Special Merit, Equitable Adjustments and Attorney

Maturation Programs.

  • Calculate additions to gross based on civil service title, and years of service

  • Draft and send additions to gross' communication emails, such as implementation, loss of ATGs due to civil service title changes, change in job status and assignment, etc.

  • Coordinate with the Chief of Payroll for overpayments, when applicable

  • Conduct routine audits

  • Perform other duties as required within the Personnel Unit, and special projects as assigned.

  • Liaise with DCAS, DOI and OLR.

Minimum Qualifications

1.A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee

benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

2.A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
