Personal Property Office Assistant

Commissioner of Revenue

Employment Status: Full-Time

FLSA Status: Non-Exempt

Experience Preferred: 3-5 years’ experience as Administrative Assistant or other office experience with ability to work within a range of databases and software programs.

Minimum Education Requirements: High school diploma/GED

Direct Supervisor: Commissioner of the Revenue

Primary Work Location: Office setting

Physical requirements: This is sedentary work requiring the exertion of up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.

Certification: Valid driver’s license

Job Summary

This position is responsible for maintaining and updating confidential annual personal property assessment records of property at fair market value owned on January 1st of each tax year and using sound judgement in providing information to taxpayers within state tax codes and county ordinances.

Essential Job Functions

An employee in this position may be called upon to do any or all the following essential duties:

  •     Assist in updating and maintaining confidential personal property assessment records by researching ownership, 

     assigning values, updating descriptions, and making any and all necessary corrections. Changes include ownership, 

     name, address, adding new property, deleting disposed or moved property, and updating of value changes

  •     Classify all personal property into appropriate categories for correct assessment computations and tax rates

  •     Assist in assessing automobiles, motorcycles, trucks, tractor/trailers, camping trailers, motor homes, watercraft, 

     aircraft, and alternate transportation

  •     Code vehicles for personal use, business use, or nonqualified for PPTRA

  •     Qualify farm use trailers for agriculture equipment tax rate

  •     Qualify “For Hire” tractor/trailers for Machinery and Tools tax rate and work apportioned assessed values if necessary

  •     Assist in assessing all manufactured homes. Manufactured homes may be located in Mobile Home Parks or on 

     privately owned real estate. Determines whether MH is assessed on real estate or personal property by location.

Reviews Mobile Home Park reports, placement permits, and Division of Motor Vehicle Manufactured Home titling 

     reports for ownership and location

  •     Determine whether a personal property account should be assessed with a Late Filing Penalty per county ordinance

  •     Process abatements and supplemental tax bills

  •     Utilize various data bases for research to find missing or incomplete information

  •     Assist the public in office by receiving filed assessment forms, assisting taxpayers with filing of an assessment form, 

     answering any questions pertaining to assessments and making necessary adjustments to tax assessments

  •     Extensive interpersonal contact with the Rockingham County Treasurer and staff. Frequent contact with

Commissioner of the Revenue offices and Treasurer offices throughout the Commonwealth of Virginia

  •     Handle confidential information in an appropriate manner as prescribed by State Law and County Policy

  •     Provide other clerical support to office as assigned and as needed

Knowledge

  •     Knowledge of or ability to learn personal property tax codes, county ordinances, procedures, 

     terminology, and computer assisted appraisal

  •     Ability to utilize DMV and various data bases to find missing or incomplete information

  •     General knowledge of interpreting documents and conducting research

  •     Establish and maintain working relationships with fellow staff members as well as staff in the Treasurer’s office 

     and offices throughout the Commonwealth

  •     Complete supplemental training as required

  •     Maintain regular attendance at work
