Position Information

The purpose of this classification is to appraise personal property to determine appropriate values for tax assessment purposes. This is the entry level classification in the Personal Property Appraiser series

Job Summary

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Interprets and applies state and local laws pertaining to personal property appraisal and assessment.

Trains and assists personnel engaged in the appraisal of personal property.

Interprets and applies state and local laws, rules and regulations pertaining to property appraisal and assessment.

Compiles the annual personal property digest; discovers and catalogs new personal property accounts; prints and mails annual personal property returns; reviews returns and supplemental schedules; determines taxability; appraises and enters values in computer; notifies taxpayers through assessment notices of any changes in values; processes appeals and defends valuations; performs research of unreturned personal property; determines inactive accounts and rolls previous value to current value for active accounts.

Responds to taxpayer and other departments inquiries concerning aircraft, watercraft, and businesses.

Assists in the review of Annual Applications for Freeport Inventory.

Assists in monthly presentation of personal property issues to include corrections, appeals, recommended audits and completed audits for approval by the Board of Tax Assessors.

Participates in the administration of appeals for personal property and defends valuations.

Assists in pre-audit research of accounts under or pending audit; assists in the administration and conducting of audits; assists in the preparation of audit summary documents.

Researches/reviews various records and documentation in association with determining appraised values; collects, verifies, and applies data relative to property valuations; researches vehicle/equipment registration records, internet resources and public records.

Conducts audits of unreturned new personal property accounts and of existing accounts.

Processes abatement/refund requests for personal property.

Performs basic accounting functions for desk audits and/or field visits to various businesses and/or marinas to audit accuracy of information; analyzes/examines various reports and other records to verify taxable property with tax return and todetermine conformance with established guidelines;updates records.

Determines taxability or removal from digest based on all information gathered;adds/deletes business, marine and aircraft personal property to/from tax rolls.

Prepares or completes various forms, reports, correspondence, property record cards, sales reports, improvement reports, sketches/diagrams, personal property reporting forms or other documents.

Receives various forms, reports, correspondence, building permits, property record cards, improvement reports, tax return forms, assessment notices, property listings, sales reports, deeds, valuation guides, building cost manuals, appraisal guides, map books, aerial photographs, blueprints, architectural drawings, plats, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, e-mail, Internet, or other software programs.

Operates/utilizes a variety of equipment or tools associated with work activities, which may include a motor vehicle, blueprint/map copier, light table, copy machine, fax machine, calculator, camera, and engineering scale, measuring instruments or telephone.

Maintains file system of appraisal documentation and other departmental records.

Communicates with supervisor, employees, other departments, Board of Equalization, Board of Assessors, Certified Public Accountants,property owners, taxpayers, realtors, attorneys, surveyors, the public,outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs general/clerical tasks, which may include answering telephone calls, assisting customers at front counter, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.

Assists taxpayers in filing for homestead exemption and school tax exemption.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

Minimum Qualifications

High school diploma or GED; supplemented by one (1) year of previous work experience that provides the requisite knowledge, skills, and abilities for this job. Must obtain State of Georgia Appraiser I Certification within one year of employment.

Must be 21 years of age. Must possess and maintain a valid Georgia driver's license.
