Essential Functions
1.Under direction, performs difficult engineering duties of a professional nature while serving as the Permitting and Compliance Manager:
Serves the Department as a state-wide engineer, coordinating and implementing strategic capital improvements to keep the Agency in compliance with numerous regulatory rules and regulations.
Coordinates with the Department of Natural Resources (IDNR) National Pollutant Discharge Elimination System (NPDES) permitting program which includes wastewater treatment, stormwater treatment, and industrial water treatment on IDNR properties.
Works closely with the Office of Land Management (OLM) site superintendents and regional technical consultants to investigate deficiencies and program capital improvements.
Instructs site staff at various locations on how to safely and accurately collect samples of drinking waters and waste waters for testing that are required by law for Illinois Environmental Protection Agency for compliance of NPDES permits.
Maintains and tracks NPDES wastewater permits and works with site and regional staff to renew permits prior to their expiration date.
Maintains site checklists for monthly compliance reports and consults with sites regarding needs.
Advise site staff on equipment upgrades and maintenance to include pump selection, maintenance schedules, fire hydrant flushing and maintenance.
Verifies that all IDNR sewage treatment systems have certified wastewater operators which includes working OLM sites in contracting wastewater operator services.
Assists other IDNR field engineers to troubleshoot local sewage treatment facilities regarding odor or effluent water quality violations and complaints.
Travels statewide to OLM sites in performance of duties.
2.Serves as a project coordinator with the Office of Water Resources (OWR) regarding the IDNR dam safety program:
Verifies and ensures all required dam inspections are completed per schedule.
Works closely with regional engineers and site staff to complete inspections and coordinate necessary capital improvement projects and/or maintenance efforts.
3.Coordinates with the Illinois Department of Transportation (IDOT) regarding the IDNR bridge inspection program for IDNR owned facilities:
Performs and schedules annual and semi-annual bridge inspections with regional engineers.
Communicates with IDOT and Capital Development Board (CDB) regarding necessary capital improvement projects to make bridge repairs and replacements.
4.Assists regional staff and Division of Statewide & Field Operations management regarding the 1972 Clean Water Act and being in compliance with permitting needs with State and Local Department of Public Health Department requirements:

6.Utilizes computer programs to produce technical computations and cost estimates in support of proposed projects:

Minimum Qualifications
1.Requires a bachelor's degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET)
2.Requires three years of experience in civil or water resource engineering; or three years of experience in the Civil Engineering series.
Preferred Qualifications
1.Three (3) years of working experience reviewing and approving permits relating to wastewater treatment.
2.Three (3) years of working experience instructing staff on safety measures.
3.Three (3) years of work experience successfully communicating with internal and external state agency coordinators.
4.Two (2) years of work experience budgeting for cost estimates for work related projects.
Conditions of Employment

4.Wastewater Operator License Class 2 (or ability to obtain within one year of employment)

Division Statement
Divisions of Statewide and Field Operations and Design and Analysis are responsible to provide in-house evaluation, design and technical assistance for all Department facilities, such as dams, bridges, water and sewer systems, bikeways, canals, roads, boat access areas, lodges, concessions, campgrounds and day use areas. The Office undertakes special studies and investigations to define scopes of work, evaluates and proposes alternative solutions. Additionally, the Office works on Departmental future planning needs, ensures public health and safety codes are met at Department facilities, and provides technical expertise on emergency declarations, as defined by the Illinois Procurement Code. The Office formulates and executes the Department's capital construction program, coordinates projects with the Capital Development Board (CDB), coordinates the Park Road Program with the Department of Transportation (DOT) and provides design review and construction management on these projects; provides design and construction management of the waterfowl development and other Department programs, and manages the Department's heavy equipment construction and dredging programs.
