PERMIT LICENSE TECHNICIAN

CLASSIFICATION TITLE: PERMITS/LICENSE TECHNICIAN

PURPOSE OF CLASSIFICATION

The purpose of this classification is to review permit applications and issue permits for commercial/residential construction projects; provide customer service, process business license applications, issue business licenses, enter data into computer system, and process related documentation.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Other duties may be required and assigned. Performs customer service functions in person and by telephone; provides assistance and information related to business license/permit applications, license renewals, procedures, fees, forms, or other issues; responds to routine questions, complaints or requests for service; initiates problem resolution.

Receives business license applications; verifies accuracy and completeness of information on applications; receives copies of required state license; determines appropriate classification of businesses; enters data from applications into computer for generation of business licenses; stuffs/mails business licenses to customers; calculates business license fees; routes customer to cashier for payment of fees. Issues permits for commercial/residential construction projects; issues building permits, electrical permits, plumbing permits, and HVAC permits; issues house moving permits, house moving performance bonds, and lot cleanup bonds; issues temporary electric and temporary gas forms.

Reviews permit applications for accuracy/completeness; discusses permit applications with contractors/customers; verifies proper business licensure; calculates permit fees. Checks subdivision plats to verify address, lot number, block number, land lot, district, zoning, and septic/public sewer service of property.

Processes annual business license renewals. Separates permit paperwork; makes copies and forward to proper individuals/departments. Posts final inspections into computer; verifies final approvals; prepares final inspection approvals and faxes to proper utility companies.

Logs permits from cities; logs final permits; makes copies and returns to cities. Posts re-inspection fees in log book; mails copies to contractors. Types residential/commercial Certificates of Occupancy.

Prepares or completes various forms, reports, correspondence, log books, final inspection approvals, Certificates of Occupancy, labels, or other documents. Receives various forms, reports, correspondence, permit applications, business licenses, lot plat surveys, subcontractor forms, construction plans, septic tank permits, zoning maps, policies, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Prepares departmental files; files documents/folders in designated order; retrieves files; maintains file system of departmental records; transfers final permit folders to file room for storage at end of year.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections. Maintains inventory of department supplies; stocks and arranges supplies; initiates requests for new/replacement materials.

Communicates with supervisor, employees, other departments, contractors, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Performs notarization of documents as needed.

ADDITIONAL FUNCTIONS

Provides backup coverage for Cashier, Receptionist, and/or other positions as needed. Performs general clerical tasks, which may include answering telephone calls, copying documents, filing documents, or typing file labels. Performs other related duties as required.

MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by one (1) year previous experience and/or training involving general office work, customer service, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. May require possession and maintenance of valid Georgia Appointment of Notary Public certification.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
