DEFINITION:

Under general supervision, provides customer assistance and service at the planning and/or building permit counters; responds to questions regarding the planning and/or building permit application requirements and procedures; receives and routes applicable documents to staff; prepares reports and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

Permit Technician I

The Permit Technician I is the entry-level classification in the planning and building inspection series. Initially under immediate supervision, incumbents perform the more routine planning and building support and customer service duties while learning city policies and procedures.

As experience is gained, there is greater independence of action within established guidelines. This classification is distinguished from the next higher level classification of Permit Technician II by the performance of work requiring a lesser degree of planning and building code interpretation and judgment.

Permit Technician II

The Permit Technician II is the journey level classification in the planning and building inspection series in which incumbents are expected to perform the full scope of assigned duties, including providing information to the public or planning and building ordinances, codes, regulations and requirements; receiving and reviewing applications for planning and building permits; approving and issuing permits; calculating and collecting fees and performing plan review for minor projects. This classification is distinguished from the next higher level classifications of Assistant/Associate Planner and Building Inspector I/II in that the latter are responsible for the more advanced duties related to the planning and construction laws, regulations, policies, procedures and projects.

SUPERVISION RECEIVED/EXERCISED:

Permit Technician I

Receives immediate supervision from the division manager or other assigned staff. Incumbents in this class do not routinely exercise supervision.

Permit Technician II

Receives general supervision from the division manager or other assigned staff. May exercise functional or technical supervision over assigned staff.

Examples of Duties

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

Provides information and assistance to a variety of individuals (such as the general public, architects and contractors) at a public counter and on the telephone regarding planning or building applications, requirements, processes, codes, regulations and fees.

Receives and reviews planning or building applications and related drawings and information for accuracy, completeness and compliance with established regulations and issues permits.

Examines routine construction plans to determine compliance with applicable regulations and issues permits.

Routes plans and related documents to appropriate staff, informs customers of the review process status.

Performs arithmetic calculations related to the area assigned.

May perform on-site inspections and prepare notices or reports.

Conducts field studies, research and surveys; compiles and analyzes data and prepares reports.

Prepares charts, graphs and exhibits and updates maps.

Prepares and maintains records and inputs data.

Receives, processes and files workers' compensation or other proof of insurance for construction projects.

Researches and issues certificates of occupancy.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.

Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot, and cold.

The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 25 pounds is also required.

Typical Qualifications

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Permit Technician I/II. A typical way of obtaining the required qualifications is to possess the equivalent of:

Permit Technician I

Experience in performing clerical office duties and in reviewing, reading and understanding simple blue prints or interpreting and explaining simple planning or building regulations.

Permit Technician II

In addition to the above, one year of experience in municipal planning, building or a related area comparable to that of a Permit Technician I with the City of Whittier.

License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver's license.

KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position.) The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of:

Basic principles and practices of urban planning and land use, basic building construction terminology, basic arithmetic/statistical mathematics and its application to planning work, English usage, spelling, grammar and punctuation, computer applications related to area assigned, customer service and telephone techniques, techniques of research and analysis, and occupational hazards and standard safety practices.

Ability to:

Read and interpret maps, construction blueprints, plans and specifications, prepare maps, sketches, charts, graphs and other material for display, learn and apply applicable rules and regulations, communicate effectively orally and in writing, meet the public with courtesy and tact, understand and carry out oral and written instructions, and establish and maintain effective relationships with those contacted in the course of work.

Skill to:

Operate an office computer and a variety of word processing and software applications

Supplemental Information

Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.

Selection/Exam Process: The person selected will be expected to perform all the functions of the position.

Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. A candidate must achieve a passing score on each

exam to proceed to the next exam.
