DCD is seeking a Permit Technician to join our team.
Candidates should be problem-solving, analytical, and technology savvy professionals who are focused on excellent customer service, attention to highly detailed data, and who enjoy working in a fast-paced team environment.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Required Education and Experience: High School Diploma or GED and three years of full-time experienceofcustomer service/office support, OR A combination of work experience and higher education that provides the applicant with the desired qualifications (completion of college or vocational/technical coursework may be substituted for up to one year of work experience). Our ideal candidate would also possess: At least three years of office support work experience involving filing and the interpretation and application of regulations or technical guidelines.
At least one year of experience of high level customer service providing detailed information and assistance to the public in the areas of building, land use or environmental permitting.
At least one year of experience with data entry.
At least one year of experience workingwith SharePoint.
Required Licenses, Certificates, Examinations/Tests and Other Requirements Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.
Prior to employment, the successful candidate must:
Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
Within two years of appointment, the candidate must:
Obtain a certification as a Permit Technician issued by International Code Council (ICC) or other equivalent certification issued by a recognized agency.
ILLUSTRATIVE EXAMPLE OF DUTIES Under the direction of the assigned supervisor, the incumbent is responsible for the initial intake and counter complete review of building, fire, land use, environmental, and site development applications, as well as follow-up processing as required until the permit is issued.
The incumbent is responsible for providing information to the public regarding status and the permitting process.
The incumbent will provide general information about other divisions within the department to customers and refer them to appropriate outside agencies as necessary.
Complexities in the work situation call for reliance upon the employees' judgment, discretion and understanding of the Department's goals and stated policies.
Emphasis is on providing comprehensive customer service to ensure accurate and efficient response to requests.
Customer contact occurs by walk-in, Customer Relationship Management (CRM) cases, electronic mail, and messaging.
The customer service focus provides a foundation for all technical work and processes.
The incumbent participates in establishing and maintaining procedures for areas of work and assists the Administrative & Permit Services Division in continuous improvement efforts.
This position works within a dynamic team where continuous cross training occurs, and team members work together to ensure key deliverables and deadlines are met.

Explain complex or technical permitting requirements to customers in a way that they understand.
Interpret, follow, and explain a variety of documents, policies and procedures Work independently without constant direction and troubleshoot problems in assigned area of responsibility.
Perform a variety of tasks requiring accuracy and attention to detail.
Establish and maintain effective customer and working relationships with others using tact, courtesy and good judgment in all interactions, including those with aggravated or challenging people.
Able to work within a fast paced, changing environment that promotes continuous improvement.
Essential Functions Intake, process, and review permit submittal information for a wide variety of permit types to ensure accurate and complete submittals.
Assist customers in understanding technical worksheets and completion of application forms and documents so they can achieve a complete submittal for a permit.
Enter and validate data that has been entered into a computerized tracking system.
Review site and construction plans for completeness and accuracy of scale.
Contact and interact with customers in-person, by phone, or electronically to ascertain their needs, proactively inform, and educate them about County and related processes and procedures.
Locate and review GIS maps, surveys, and other mapping resources to determine critical drainage area, urban census area, easements, and other site features and designations.
Contact and interact with customers in-person, by phone, or electronically to ascertain their needs, proactively inform, and educate them about County and related processes and procedures.
Perform research regarding permit applications to ensure compliance with applicable codes and regulations, active code compliance violations, and other permits related to the project.
Perform zoning review of building permit applications, road naming, assigning addresses, and address maintenance for County site addresses.
Schedule permit related meetings for customers.
Schedules and may facilitate pre-permit intake meetings where permit review staff determine the scope of projects.

Requires exertion of force of 50 pounds occasionally, 10 pounds frequently, and/or 5 pounds continuously to lift/carry/move objects, files/documents, and field equipment necessary to conduct inspections.
Ability to work in an open office environment.
Positions in this classification are : Classified as eligible for overtime under the Fair Labor Standards Act (FLSA). Covered under the AFSCME 1308 collective bargaining agreement.
