ESSENTIAL DUTIES AND RESPONSIBILITIES:  Note: All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.

  • Primary responsibility for management, efficiency and accuracy of the permit and plan review activity for residential, commercial, and multi-review building permit program.

  • Review blueprints and approve less complicated non-structural residential construction plans for over the counter permits.

  • Provide accurate information to customers on when a permit is required.

  • Provide guidance and technical assistance to customers related to permit requirements for residential, multi-family, and commercial projects.

  • Review plans submittals and permit applications for scope of work to determine if correct permit type and documents have been submitted for permit.

  • Ability to read and comprehend construction blueprints to verify scope of work, square footages, occupancy type and type of construction for permit intake.

  • Verify that applications and attachments are complete and enter information into database.

  • Process the permit application, compile plan review comments from different departments, and monitor work flow to send out notifications to applicants. Based on the type of permit application received, route permit applications, plans and specifications to plans examiners and other appropriate divisions and departments throughout the City for review and approval. Coordinate revision of submittals to appropriate departments for final approval.

  • Calculate and collect fees for plan review and issue permit once approved. Collect and remit appropriate permit fees to State Dept. of Finance and Administration pursuant to state laws.

  • Issue and monitor Temporary Occupancy permits for renewal. Issue Certificates of Completion or Occupancy when approved by a Building Official and other divisions or departments.

  • Maintain and verify contractor licensing and bonding insurance of permit applicants as required by state law and City ordinances.

  • Maintain records for permits and inspections involving contractors, buildings, plumbing, mechanical, electrical and natural gas applications.

  • Maintain and close-out completed permits.

  • Coordinate and schedule inspection requests. Monitor results of inspections and remedies of violations.

  • Assist field staff with permit and inspection information and inquiries.

  • Monitor permits for activity. Create associated expired permit reports on a regular basis, send out notifications and act as point of contact for resolving expired permits.

  • Review and process trade permit applications. Verify application information for accuracy, calculate and collect fees, and issue permit once approved.

  • Process Home Energy Rating System documentation, verifying information for compliance and updating permit records accordingly.

  • Maintain records for electric meter inspections and notify respective electric company when inspection has passed for temporary or permanent power.

  • Compute, compile and publish weekly, monthly and quarterly permit, inspection, and revenue data for the City's website, for use by the department director, and as required by other government organizations.

  • Assist in the development and implementation of division's SOP manual.

  • Process building permit appeals to the Construction Board of Adjustment and Appeals.

  • Maintain stop work notifications log.

  • Serve as backup to assist with duties typically assigned to the front desk staff.

  • Perform other duties as assigned.

  • Secondary duties as assigned.

  • High school diploma or GED and two years of related office experience; or Bachelor's degree from an accredited college or university in a related field with six months of office experience.

  • Experience in development or construction related field preferred.

  • Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.

  • Must possess or obtain Permit Technician certification from International Code Council (ICC) within two years of date of hire.

  •  Effectively communicate with others orally and in writing.

  • Ability to work with mathematical concepts such as addition, subtraction, multiplication, and division. Ability to calculate area, percentages, rates, and ratios.

  • Ability to quickly learn and apply departmental policies and procedures affecting the acceptance and review of permit applications and commonly used building codes and ordinances.

  • Ability to learn, within a short period of time, how to read and utilize architectural and engineering scales for reviewing permit drawings.

  • Ability to calculate fees associated with permits and inspections.

  • Must be proficient in the use of a computer and software programs such as word processing and spreadsheets, and must be able to become proficient in the use of other applications such as permitting software systems and GIS maps. Must be able to effectively operate standard office equipment.

  • While performing the functions of this job, the employee is regularly required to move from location to location; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel. The employee must occasionally lift and/or move up to 25 pounds.   Specific vision abilities to accomplish computer and office work.

  •  Must possess the ability to work effectively in a front desk environment that includes regularly receiving walk-in traffic and phone calls.  The noise level in the working environment is frequently elevated due to group discussions taking place in the general area.  While performing the functions of this job the employee is occasionally exposed to outside weather conditions.
