General Statement of Duties

The City of Eugene Planning and Development Division (PDD) is looking for our next Building Permit Services Manager. As a key member of the Planning and Development Department Building and Permit Services Division, the Permit Review Manager will lead a team of staff to successfully administer the City's building permit review, customer service, and permit issuance services. The successful candidate will produce results through others, by fostering an atmosphere of trust and collaboration with the public, City staff, departmental colleagues, vendors, and the executive team. Day-to-day, the Permit Review Manager plans, manages, and directs the activities of the Permit Review Section in the Building and Permit Services Division; coordinates various activities with other sections, divisions and departments; provides complex assistance to the Building and Permit Services Division Manager.

Examples of Duties Performed

  • Duties may include but are not limited to the following
  • Oversees, plans, supervises, and participates in the development and administration of the City's building permit plan review and permit issuance services.

  • Plans, organizes, controls, integrates, and evaluates, through subordinate supervisors, the work of a large group of professional and technical building permit intake and various plan review staff.

  • Works with the Division Manager to develop program goals, objectives, and policies; develops and applies procedures to implement policies and achieve goals and objectives; evaluates the effectiveness of section activities; modifies strategies to achieve goals.

  • Directs and participates in the development of work plans for assigned areas; assigns work activities, projects and programs; monitors workflow.

  • Leads exploration and development of innovative methods or approaches to enhance service delivery; conducts analytical appraisals of administrative and operational issues; prepares recommendations on solutions; implements strategies.

  • Leads employee engagement in process improvements; supports staff-driven initiatives.

  • Coordinates section activities with those of other city departments involved in the permitting process; works closely with managers in other departments to achieve section goals and objectives.

  • Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; regularly monitors performance and provides coaching for performance improvement and development; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over assigned supervisors and staff.

  • Provides leadership and works with supervisors to develop and retain highly competent, service-oriented staff through selection, compensation, training and day-to-day management practices that support the City's mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace equity, diversity, and inclusion and a collaborative and supportive employee relations environment.

  • Engages and confers with customers, external stakeholders and the general public regarding section services; develops and administers customer service surveys.

  • Oversees customer assistance with technical development requirements and regulations; responds to difficult and sensitive citizen inquiries and complaints; participates in issue/conflict resolution activities with involved parties; promotes consistent application of regulations, procedures and policies in permit review and processing

  • Participates in development and monitoring of program budget; forecasts funds needed for staffing, equipment, materials and supplies; administers approved budgets.

  • Ensures implementation of and adherence to the department's Equity and Human Rights Plan. Coordinates the implementation of effective processes and models to produce division-wide diversity, equity and inclusion initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.

  • May act as Building and Permit Services Division Manager.

  • May represent the division or department at council meetings, to the media, and at community organizations; may give testimony in court actions; may participate in a variety of City committees and task teams; meets with other City agencies, explains technical issues, interprets regulations

  • May coordinate with City Attorney staff to develop procedures, codify local regulations and clarify legal issues.

  • Performs related duties as assigned.

MINIMUM QUALIFICATION:

Education:

Five years of professional experience in construction management, public programs, regulatory/building code program administration, or a related field, including two years of full supervisory responsibility, preferably overseeing other supervisory staff. Experience in the public sector is preferred.

Training:

Bachelor's degree from an accredited college or university in public policy, public administration, architecture, engineering, construction management, personnel management, urban planning, or a closely related field.
