Job Summary

Under the direction of the PQI Director, the PQI Manager applies Continuous Quality Improvement (CQI) techniques to analyze and improve data processes to ensure information is collected, compiled and deployed to inform of service results.

Qualifications

Bachelor's degree in Computer Science, Statistics, Business or a relevant field is required.

Minimum 3 years of professional experience functioning in quality assurance programs.

Minimum of 1 year of leadership/supervisory experience is preferred.

Experience in working in a non-profit environment with focus in early childhood outcomes is preferred.

Supervisory Responsibilities

Directly supervises one staff in the PQI department. Responsible for supervision of Data Analyst, interns and temporary employees.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training/developing employees; planning, assigning, monitoring and directing work; appraising performance; rewarding, motivating and disciplining employees; addressing complaints and resolving problems.

Essential Job Functions

Supervises processes in the PQI department, agency programs and departments. Responsible for supervision, training and support of Data Analyst, interns and temporary employees.

Applies Six Sigma techniques to identify and eliminate ineffective processes that hinder data use and productivity.

Utilizes process mapping to ensure agency-wide processes are effective and align with best practices.

Streamlines data collection and analysis procedures to ensure real-time is readily available to all programs.

Uses data analysis to guide decision-making on program services, outcomes and to project future needs.

Ensures systems are in place for individual programs and departments to have access to essential data sets.

Communicates with department heads regarding changes in data or contract requirement that affect outcome reporting.

Makes recommendations for software, hardware and data collection systems that improve and/or enhance current reporting systems.

Manages intake, processing and completion of data analysis projects.

Develops internal and external relationships to cultivate and grow longitudinal studies on service effectiveness.

Guides the use and facilitation of projects to advance results based accountability within the agency.

Ensures professional development and/or training modules are available to use to guide on utilizing data to guide practices.

Designs and facilitates meetings to present data that moves participants from results to action.

Performs other duties as assigned by supervisor and agency executive leaders.

Knowledge, Skills & Abilities

Knowledge of early childhood education and/or early childhood development.

Demonstrate a strong background with quality improvement functions: process improvement, outcomes, evaluation, and measurement in a quality assurance program/processes/standards.

Understanding of data security, confidentiality and protection of information.

Analytical and problem solving skills to evaluate significant volumes of information and synthesize it into actionable recommendations.

Interpersonal skills to work with and communicate complex information to all levels of employees.

Effective verbal, written, listening and presentation skills.

Time management and project management skills to manage complex projects.

Customer service orientation to assist department customers.

Physical Demands

Performs essential job functions in an established office environment under normal lighting and climate control tolerance. Regularly required to stand, walk, touch, handle, feel, reach, see hear and speak, and sit.

Occasionally lifts and/or moves up to 15 pounds. Specific vision abilities required by this job include close vision, and color vision. The noise level in the work environment is usually moderate. This is a non-smoking workplace/smoke free environment.

Special Conditions

Maintains an operable vehicle with valid registration, valid driver's license, and good driving record with an appropriate level of insurance. Ability to travel from administrative headquarters to all sites on a regular basis.

You will partner with the Clinical Care team to build standardized processes that deliver high quality care to each patient and support to their caregivers. Primary Responsibilities: * Develop quality improvement strategies for Prospero Health, including proper measures of quality, oversight and monitoring, and governance * Engage with other leaders in the organization to develop quality management programs for all applicable parts of their business that support Prospero's overall quality strategy; be a subject matter expert and resource to all parts of the company * Support Prospero's quality needs related to customer requirements, including quality measures, quality improvement strategies, STARS and HEDIS measures, patient satisfaction measures, etc. * Represent Prospero's interests and provide external leadership with governmental and other agencies that are developing quality management and measurement system applicable to Prospero's business * Develop implements and maintains the organization's adopted QAPI program * Develop and maintains organization wide QAPI program, policies, and procedures as required by regulatory changes; communicates those changes throughout the organization * Develop effective data collection, organization, and evaluation systems for monitoring the quality of patient care * Summarize collected data and report findings and recommendations in a timely manner to inform Operations and Compliance * Prepare quarterly quality metrics reports for Board * Lead Patient Safety Organization initiative * Facilitate follow-up and closure of occurrence reports * Provide quality education as required * Facilitate reporting of quality measures in the defined quality venue * Develop a Peer Review program in collaboration with the RMD and facilitate the Peer Review Committee * Develop the APN collaborations chart audit program which includes oversight of execution, management and reporting of process * Lead QI studies * Compiles and benchmarks survey deficiencies and reports Required Qualifications: * Bachelors degree in Science or Business or equivalent experience * 5 years of quality management experience in a provider practice setting * 4 years of demonstrated leadership and team development skills * Experience in effective data collection, organization, and evaluation systems for monitoring the quality of patient care * Proficiency in software applications that include, but are not limited to, Microsoft Word, Microsoft Excel, Microsoft PowerPoint Preferred Qualifications: * Masters degree * Certified Professional in Healthcare Quality (CPHQ) * PMP Certification * 5 years experience in Medicaid and/or Medicare health care and insurance industry, including regulatory and compliance requirements * Demonstrated ability to assist with focusing activities toward a strategic direction as well as to develop tactical plans, drive performance and achieve targets * Problem solving skills; the ability to systematically analyze problems, draw relevant conclusions and devise appropriate courses of action * Excellent verbal and written communication skills; ability to speak clearly and concisely, conveying complex or technical information in a manner that others can understand, as well as ability to understand and interpret complex information from others * Dependable and reliable work ethic Careers with Prospero Health.
