The GSM-O Performance Management/Traffic Engineer provides technical support for network provisioning and/or network engineering analysis using traffic analysis tools. He/she performs data analyses of traffic operational measurements (OM) and automatic message accounting (AMA) data to provide traffic engineering and switching performance information on switches and the network. Develops processing techniques and report formats. The Network Controller/Operator assists in developing recommended switch generated traffic data report collection requirements and schedules. Also develops reports of traffic and capacity requirement trends and provides them to Government Capacity Engineers. Performs network modeling for current impact assessments and future network enhancements. The Traffic/Performance Management Engineer analyzes performance metrics, uses tools to prepare customized performance reports and distribute to the diverse competence streams and to the customer as per request. The position also requires daily/weekly/monthly analyses of network availability and reliability performance and comparing data against Key Performance Indicators (KPI) or Service Level Agreements. Analyzes monthly trouble tickets to identify positive and negative trends occurring in the network and develop courses of actions. Pro-actively analyzes network element metrics and alarms to forecast those components / elements that may lead to network degradation or failure. Accomplishes this through use of multiple network management system(s) and associated monitoring tools. Performs higher level fault isolation and diagnostic/assessment functions to include determination and execution of corrective action(s) on real-time basis. Coordinates with configuration management and implementation entities to ensure optimum dissemination of information and network efficiency. Performance Management/Traffic Engineer provides Problem Management metrics on problematic network elements.

Produce and maintain network topology maps across technologies globally
Provides development input of new innovative applications for performance management and identify opportunities for system improvements.
Analyzes and interprets data and statistics using quantitative and qualitative methods to improve future network deployments.
Analyzes long-term patterns and trends using probability studies and statistical analyses such as random samplings, correlation, and regression analysis to optimize backbone and customer services.
Collaborates with network controllers and engineers to describe requirements, plan, consult, define and develop innovations that provide automated capabilities
Enhance existing processes through automation with the inclusion of the collection analysis of statistical data.
Position may act as task leader and perform other supervisory duties as needed.
Required Skills, Experience, and Education:
Current Security+ CE certification
Minimum of five years specialized hands on experience in one or more of the following the areas: network modeling, multilevel systems integration, network design and implementation strategies, large-scale network performance monitoring, communications systems design and operation.

Experience with Scripting Technologies (Bash, Shell, Perl, Python)
