Our nationally recognized Office of Performance Analytics (OPA) is seeking a Performance Analyst I/II to join our team to serve the Fire Department. In this role, you'll be embedded in the Fire Department, on the front-line of solving problems and informing decisions to continuously improve fire and emergency medical services (EMS). An Overview

The Performance Analyst I/II will be the lead for the Fire Department's analytics; responsible for solving problems and informing department and leadership decisions through a wide range of analytical approaches. This work will involve gathering and exploring data, conducting research, identifying insights, developing practical and actionable recommendations, producing and delivering clear reports and presentations, collaborating with stakeholders, as well as developing and monitoring internal and public dashboards. The Performance Analyst will be physically located in the Fire Department and will work under the day-to-day general supervision of the Assistant Fire Chief. Additionally, the position will be an OPA team member. As such, the Performance Analyst will have direct support and guidance from the Chief Performance Officer as well as the opportunity to contribute to citywide analytical projects.

What You Should Bring

  • Strong grasp of analytical concepts and statistical techniques (probability distributions, hypothesis testing, regression analysis, classification/clustering, predictive analytics).

  • Creative problem-solving skills; able to develop innovative, customer-centered solutions and apply a systematic and logical approach to identify meaningful information from large datasets.

  • Curiosity, inquisitiveness, and initiative.

  • Proficient in writing SQL queries and procedures to collect data from multiple data systems, including on-premises and cloud-based data sources.

  • Experience with performing analytics and presenting results in geo-spatial formats, including use of speed of travel over distances, spatial relationships, and heat maps.

  • Effective at balancing priorities as well as planning and managing numerous processes and projects simultaneously.

  • Proficient in software that enables analysis and ad-hoc reports such as Microsoft Excel (including DAX functions in Microsoft Query and PowerPivot), Tableau, PowerBI, SPSS, STATA, Python, and/or R.

  • Familiarity with report writing and scheduling using Microsoft SQL Server Reporting Services (SSRS).

  • Commitment to delivering high-quality work.

  • Experience developing dashboards and performance measures for public transparency and meaningful and valuable internal business intelligence.

  • Ability to work with data, including ensuring reliability and protecting sensitive or confidential data in a manner prescribed by policy and law.

  • Demonstrated ability to communicate effectively with all levels of the organization including City Council, City Manager, Fire Chief, staff, and outside vendors.

  • Willingness to adapt to change as new challenges and opportunities present themselves.

The Opportunity

  • Analysis: Research and analyze fire and EMS operations to provide insights to inform delivering efficient, effective, and equitable services. Review historical data for trend analysis. Design mathematical/statistical models to guide decision-making. Conduct detailed research on industry best practices and identify areas for improvement. Design studies/experiments and develop methodologies for testing assumptions.

  • Dashboards and reports: Design, develop, test, and implement dashboards, static and ad-hoc reporting to drive decision-making, improve situational awareness, and provide public transparency. Present relevant and actionable information in charts, graphs, tables, and other visualizations that are valuable to the audience.

  • Communication and collaboration: Meet with stakeholders to gather business needs. Ask targeted, probing questions to identify all relevant variables. Present results in clear, concise language that tailors information to the appropriate level of detail for the audience. Distill information into actionable insights.

  • Data integrity and access: Write complex SQL queries and scripts to gather, store, manipulate, and retrieve information from relational databases. Blend disparate datasets (including spatial datasets) and stage data for efficient use. Identify and resolve issues with data quality. Maintain data translation tables for tracking and reporting purposes. Develop routines that can be automated and easily modified for reuse in other areas.

  • OPA team member: Contribute to the strategic direction and services of the OPA team by conducting analysis and research on citywide topics, deepen partnerships throughout the City, provide citywide training to enhance the City's data literacy, and centralize data citywide.

About the Organization

OPA is the City's central, dedicated data, analysis, process improvement, research, and evaluation team. The Office is responsible for informing decisions that enable the City to deliver efficient, effective, and equitable services for the Alexandria community. OPA is an internal services department serving as a partner to all City departments and City leadership. The Office is considered a national leader in analytics, recently earning Silver Certification from Bloomberg's What Works Cities.

The Alexandria Fire Department (AFD) provides fire and emergency medical services with capabilities for responding to a wide range of occurrences, including fire protection to a 15 square mile city. AFD employs more than 300 professionals, which include firefighters, paramedics, fire prevention staff and administrative support, across a network of ten stations. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations, Special Operations Team, and the Office of Emergency Management (OEM).

Minimum & Additional Requirements

Performance Analyst I: Bachelor's degree in public policy, statistics, data science, public administration or related field of study and two years of relevant experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Performance Analyst II: Bachelor's degree in public policy, statistics, data science, public administration or related field of study and three years of relevant experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Performance Analyst I Salary Range (GS 18):

$28.72 - $50.54 Hourly

$2,297.67 - $4,043.39 Biweekly

$59,739.42 - $105,128.14 Annually

Performance Analyst II Salary Range (GS 22):

$34.90 - $61.42 Hourly

$2,792.21 - $4,913.68 Biweekly

$72,597.46 - $127,755.68 Annually
