Systems Division of the Controller's Office:

The Systems Division of the Controller's Office manages the City and County of San Francisco's Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers). Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City's crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Role description

PeopleSoft Functional Analyst - Office of the Controller (1053) for the People & Pay Benefits Functional Team

The Senior PeopleSoft Benefits Functional Business Analyst serves as a key point of contact for San Francisco Health Service System staff that are responsible for providing benefits coverage to eligible employees/retirees. In addition to analyzing and resolving user support issues, this role is responsible for documenting business requirements and technical specifications which involves acquiring and documenting knowledge from subject matter experts and then translating this knowledge into functional solutions that are designed, tested and implemented in the PeopleSoft Benefits Administration system.

Essential duties include but are not limited to:

  • Gather business requirements from stakeholders. Analyze and translate business requirements into systems functional requirements and create functional specifications documents.

  • Support the implementation of enhancements, new functionality, bug fixes and system upgrades.

  • Follow the system development lifecycle, internal policies and procedures.

  • Utilize Oracle SQL Developer, PeopleSoft Application Designer, Query Manager, and Process Scheduler to support new development and production support break-fixes.

  • Collaborate with Technical Team on technical development and testing.

  • Troubleshoot and resolve production system issues raised by end users. Work closely with requesters to identify resolutions to address the issues which may require collaboration with other teams.

  • Perform functional testing by creating, maintaining, and executing test scripts and plans.

  • Maintaining up-to-date functional documentation.

  • Linking business processes with the setup and business rules of the Benefits system.

  • Developing test plans, conducting testing, design, and development of data interfaces.

  • Developing, documenting and testing security roles and permissions.

  • Defining, documenting, and implementing application configuration settings.

  • Diagramming policies and processes of the business practices and requirements.

  • Collaborating with technical unit to develop functional and technical designs.

  • Understanding the processes and methods employed to perform requirements gathering, fit/gap analysis, and test planning, defining and implementing application configuration settings.

  • Performing complex data analysis.

  • Serve as a point of contact with Oracle and other vendors on benefits-related system functionality.

  • Performs other duties as assigned.

How to qualify

Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in PeopleSoft HCM modules (internally branded as SF People & Pay), including Base Benefits, Benefits Administration and Benefits Self-Service Applications.

  • Experience administering various benefit plans such as medical, dental, life and disability coverage for large groups over 10k lives.

  • Experience using Oracle SQL Developer (or other SQL development tools), PeopleSoft Query Manager, and PeopleSoft Application Designer.

  • Demonstrated strong analytical, planning, and organizational skills and abilities.

  • Proven ability to interact skillfully and tactfully with all levels of staff and management.
