The selection process for this recruitment will be as follows:

  • October 22-26: Application screening

  • October 29-31: Telephone interviews for narrowed candidate pool

  • November 5-9: On-site interviews for finalists

Throughout this process, a City of Boulder HR representative will communicate via email or phone whether or not you are continuing as part of the outlined process. Additionally, our out-of-state finalists will be eligible for an interview travel stipend for on-site interviews, to be determined.

Duties & Responsibilities

The People Operations Manager will:

  • Actively engage in the work of the department by recognizing the interdependencies of HR functions and how they connect to optimize the workforce experience

  • Demonstrate continuous efforts to improve and integrate HR operations, streamline work processes and enhance resources in service of the city's workforce

  • Serve as supervisor and/or peer coach to HR Managers and related teams, and

  • Ensure alignment with city vision, values, leadership philosophy and organizational expectations in all aspects of the role

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Human Resources, Organizational Development, Business or Public Administration or a related field, plus a minimum of eight years of progressively responsible Human Resource management-related experience.

DESIRED QUALIFICATIONS: In addition to the required minimum qualifications:

  • Advanced Education/Professional Certification

  • Graduate degree in a related field.

  • Professional designation such as Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), or Professional Human Resources Certification.

Strong knowledge of business operations management

WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions:

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Machines and equipment used include, but are not limited to the following: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
