JOB PURPOSE:

Supervises and manages all Payroll and Time and Leave to include separation and accurate administration of payroll time and leave and all other payroll functions or duties.

With limited supervision from the Assistant Human Resources Director, the Payroll Manager will supervise the payroll branch of the Human Resources to include payroll and time and leave. Must adhere to strict confidentiality as it pertains to employee information.

JOB DUTIES:

Manages the agency's payroll, time, and leave system to include monitoring policies and compliance with all state and governmental entities while overseeing and verifying the integrity and accuracy of new hire and current employee information.

Works with the SCEIS Operations Manager to ensure SCEIS data integrity for both payroll and employee data are entered accurately and timely.

Prepares necessary correspondence and communicates to internal and external stakeholders including State Human Resources, Comptroller General's Office, and State Treasurers' Office as needed.

Collaborates with time administrators and managers throughout the Agency to ensure time and leave records are updated and accurate.

Responsible for analyzing and researching missing/unapproved time/leave and time collision reports.

Assists with verification of employment forms.

Assists employees with payroll issues and investigates discrepancies, communicates any overpayments and underpayments to the appropriate member of the administrative staff and the employee.

Oversees and assists with the verification of leave information for employees separating from the agency to ensure accurate and timely compensation for annual leave, holiday comp time, comp time, and the forfeiting of any sick leave.

Ensures all leave donation, military leave, leave pool, hazardous weather, etc., requests are processed timely.

Monitors agency work schedule rules and ensures FLSA workweeks are correctly entered into the South Carolina Enterprise Information System (SCEIS). Generates and analyzes payroll reports in SCEIS, BEX, and Business Objects for semi-monthly processing ensuring accurate employee compensation and employee/new hire records while ensuring that employees are flagged correctly for OT and comp time.

Processes leave without pay and review separations for missing time and leave.

Works with supervisors and appropriate HR personnel on complex time and leave issues.

Assists Human Resources Management as needed with special projects and assignments and performs other related duties as assigned.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

A bachelor's degree and relevant human resources experience. A master's degree in human resources management may substitute for the required experience.

This position requires a valid SC Driver's License.

ADDITIONAL REQUIREMENTS:

Must have knowledge and ability to interpret state employment laws, agency policies, and state regulations as it pertains to governmental accounting, payroll, time/leave, and human resources.

Ability to exercise judgment and discretion, maintain communication, and work effectively with agency employees while analyzing complex accounting data.

Strong skills in Microsoft Office software, including skilled Excel experience, PowerPoint, and knowledge of the South Carolina Enterprise Information System (SCEIS) are preferred.

Must be able to interpret the SC HR Regulations as they apply to SCEIS transactions.

This position performs job duties relating to the custody, control, transportation, or recapture of youths within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youths within the jurisdiction of the Department of Juvenile Justice.

Training applicable to these duties will be provided.

A bachelor's degree and 5 years of experience in SCEIS, payroll, time, and leave. A master's degree in human resources management may substitute for the required experience.
