Job Goal:
Under general supervision, processes district payroll for all employee groups and assists in processing pay data for licensed and administrative employee groups.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list of Essential Duties and Responsibilities is not exhaustive and may be supplemented with other duties as assigned by the Supervisor.
Coordinates all operations of payroll department; process district payroll for all employee groups and verifies accuracy and completeness.
Prepares and balances payroll summaries.
Assists with coding and accuracy of pay rate on all ePARS and reconcile ePAR information.
Verifies, investigates, compiles documentation and processes special checks.
Processes direct deposit for all employee groups.
Prepares and processes computations and deductions implementations of IRS, Family Support, and garnishments in compliance with NRS and federal requirements.
Processes W-2's for all employees; maintains W-2's and W-4's in a manner consistent with federal requirements for all employee groups.
Processes reports on own initiative or as directed.
Confers with school/department representative to clarify payroll inquiries.
Routes paychecks for distribution to employees district-wide.
Processes various payroll transactions such as contract payoffs, terminations, responsibility pay, extra-duty pay, coaching and stop payments.
Investigates/researches questionable data and takes corrective action, when necessary to resolve payroll inquiries and problems.
Prepares instructional correspondence for materials sent to answer request and complete forms.
Provides courteous, responsive, and accurate information to the public, administration and employees. Interprets, explains, and applies procedures, regulations, written and oral instruction.
Assists employees with PERS issues related to enrollment, retirement, and separations. Maintains and reconciles data to generate forms and reports required by PERS and NCSD in a timely manner.
Computes wage and overtime payments and establishes hourly wages from Negotiated Agreements and/or district salary schedules.
Posts changes in pay and tax status, and miscellaneous changes.
Balances and controls earnings and deduction totals
Inspects automated system output such as registers and standard reports for accuracy and completeness.
Promotes positive public relations and deals tactfully and diplomatically with administration, district staff, co-workers, public, and outside agencies.
Communicates clearly, both orally and in writing.
Treats sensitive NCSD information with the appropriate confidentiality.
May work extended hours to provide support and to meet deadlines.
Performs all other related duties, research projects and functions as assigned by Chief Operating Officer.
POSITION EXPECTATIONS
Knowledge, Skills and Abilities:
Knowledge of federal and state laws, NCSD Policies and Administrative Regulations and all Negotiated Agreements pertaining to payroll procedures, principles and functions, as well as record retention as it relates to payroll
Ability to prepare and disseminate accurate hourly and salaried payrolls for district employees utilizing substantial judgment and analytical ability
Knowledge of general office procedures, business machines, computers, word processing, and various software programs, as well as computer payroll applications and mainframe computer data entry procedures
Ability to perform complex mathematical and statistical analysis
Ability to plan and organize work activities and to work under pressure, meet deadlines, and to exercise flexibility with new tasks as priorities change
Ability to concentrate on accuracy of details, maintain detailed records, and apply established procedures to work activities
Possess excellent written and oral communication skills, organizational skills, interpersonal skills and analytical ability
Demonstrate ability to cooperate with management, staff, outside agencies, and the public
Familiar with and assists with implementation of all district policies and administrative regulations as related to specific assignment.
Recognizes and reports hazards, and conforms to safety standards as prescribed.
Recognizes and notifies administrators of unauthorized persons on campus, and/or of issues that require immediate attention.
Familiar with district and site emergency/crisis response procedures, plans and drills, (e.g. fire drills, bomb threats, lock-downs, etc.).
POSITION REQUIREMENTS
Education, Training, and Experience:
High School Diploma or equivalent
Five (5) years Practical Experience in Payroll Procedures

Ability to pass State and Federal criminal background check
Compliance with NCSD Drug and Alcohol Testing Policy
Working Conditions:

Selection Procedure:
The supervisor will interview a minimum of three (3) qualified candidates. If there are fewer than three (3) qualified candidates, the supervisor will interview all qualified applicants on file. After files have been reviewed and interviews have been conducted, the supervisor, prior to submission of the rationale for employment, may consult with the Human Resources Director concerning the individual to be recommended for employment. This recommendation will be reviewed and approved by the Superintendent/designee.
