Position Overview

Under general direction from the Human Resources Manager, perform highly complex and specialized professional duties relating to all payroll functions for the Capital Development Board (CDB).

Essential Functions

35% 1. Independently initiates and prepares payroll vouchers and documents for submission to the Comptroller's Office for processing payroll warrants each pay period.

Verifies adherence to all pertinent policies, rules, standards, guidelines, and processing criteria. Develops and reviews descriptive inclusion, justifications, or attachments and/or computations for accuracy, completeness, and timeliness. Processes and updates new employees, union, and non-union increases, backpay, and overtime at least twice a month.

Independently prepares, processes, updates, and calculates deductions, direct deposits, wage garnishments, dock time, parking, credit unions, tax levies, bankruptcies, and back wage claims. Maintains both hard copy and electronic payroll files including databases, reports, and all related records and audit documents. Interprets for staff the procedures and policies to be followed in payroll to ensure compliance with the Personnel Code, Personnel Rules, Pay Plan bargaining union agreements.

Organizes and prepares supplement payrolls. Organizes and prepares all post payroll reports, ensures all entries into Cental Payroll System were processed properly, and that voucher amounts are accurate. Gets all post payroll reports to Fiscal Officer for review and processing in a timely manner.

Interprets, verifies, and adjusts pay plan codes to ensure automatic salary increases are completed accurately. Maintains procedure manuals and makes recommendations for revisions. Reviews and processes all contractual employees' paysheets in accordance with relevant contracts.

25% 2. Serves as the Agency Timekeeper and processes all employees' attendance records utilizing Central Time and Attendance (CTAS) and eTime.

Reviews and processes agency employees' time records to ensure compliance with policies and procedure for recording time; reports any deficiencies to the appropriate supervisor. Ensures all eTime records are submitted accurately and timely. Reviews all overtime forms to ensure compliance with applicable bargain contracts, personnel rules and eTime policies.

Tracks and processes all temporary assignment pay in accordance with bargaining union contracts. Maintains all timekeeping records and responds to audit reviews by providing relevant confirmation and explanations. Maintains and updates all timekeeping procedures and manuals for Human Resources.

20% 3. Serves as CDB's Benefits Coordinator/Specialist.

Administers the state health and life insurance program using the Group Insurance System (GIS) or Arial System. Independently responds to all insurance related inquiries from CDB employees. Resolves agency discrepancy reports and prepares special reports as requested involving employee benefits.

Complies with insurance rules for enrollment of new employees. Researches, analyzes, and prepares procedures for all aspects of benefit programs.

15% 4. Serves as the Agency Leave and FMLA Specialist by providing guidance and advice to managers and employees ensuring compliance with pertinent laws and policies.

Initiates Family Medical Leave Act (FMLA) and Leaves of Absence transactions according to relevant laws and policies.

Tracks and maintains all leave of absence information. Reviews FMLA paperwork for compliance with applicable laws and policies.

Independently responds to employee requests for information on various leaves including Family Responsibility Leave, Maternity/Paternity Leave, FMLA Leave, Sick Leave and various other leaves as outlined in the Personnel Rules and union contract. Administers the Deferred Compensation Program for CDB.

5% 5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.Requires knowledge, skill and mental development equivalent to completion of four years college.

2.Requires two (2) years of professional experience in human resources.

Specialized Skills

1.Requires two (2) years of experience working with the State of Illinois Personnel Code, Personnel Rules, and Pay Plan.

2.Requires two (2) years working in the State of Illinois Payroll system.

Preferred Qualifications

1.Prefers extensive knowledge and experience in processing payrolls.

2.Prefers two (2) years of professional experience working with personnel rules, collective bargaining agreements, pay plans or similar compliance rules and regulations for a public or private organization.

3.Prefers two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.

4.Prefers two (2) years of experience gathering data and creating reports.

5.Prefers two (2) years of experience using a personal computer/laptop and various applications including but not limited to payroll systems, Excel, Microsoft Word and Outlook.

About the Agency

The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions. and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

Work Hours: Monday-Friday 8:30-5:00 (flexible and hybrid schedules may be available)
