Administer payroll for approximately 300 employees in North America. Manages accurate and timely processing and auditing of payroll. Develop, communicate and maintain payroll policies and procedures within Federal and State guidelines.

Responsibility

Manage bi-weekly and weekly, multi-state payroll, including commission, bonus, payroll changes, new hires, terminations, salary increases, bonus, and calculation of retro pay. Develop standards in compliance with state wage and hour laws including overtime, double time, California terminations, manual checks, vacation benefits utilization and liability calculations. Proactively audit reports and ensure 100% compliance to one-over-one approvals for any payments.

Manage auto allowance, DSL reimbursements, COLA, and supplemental wage requests.

Manage time and attendance collection (E-Time) for data necessary to process payroll including data entry, vacation accruals and other re-imbursements.

Develop and maintain up to date payroll policies and procedures. Resolve payroll discrepancies by managing Workday and ADP policies and procedures. Maintain relationships with HR and Corporate partners to ensure seamless working relationships. Proactively audit on-going allowances for continued relevance and accuracy.

Responsible for processing all payroll related general ledger journal entries and completing related account reconciliations for US and Canada.

Troubleshoot and maintain ADP GL best practices, mapping issues, and new pay code entries.

Lead for all Audit requests related to payroll, ensuring that all policies are being followed. This includes internal and external auditors.

Reconcile and verify any discrepancies related to 401k, DCP, Health coverage, IBNR accruals.

Assist other accounting staff, as needed, in performing accounting functions and maintaining effective accounting processes.

Develop and drive written and verbal communications to employees regarding payroll issues.

Ensure all compliance policies are supported including SOX requirements including, but not limited to the SOX narrative.

Responsible for maintaining other tasks including managing vendors and employees in SAP, updating employee data in Mobile Expense.

  • Minimum 5 years related experience

  • Manage and own large payroll and related process ( 300 employees)

  • Handle multi-state payroll and payroll taxes

  • Manage ADP, Payforce E-Time, and ADPGL

b) Education

  • Associate's Degree in Business, Accounting, Finance or related field

  • Bachelor's Degree preferred

These services are provided in accordance with the policies and procedures of the school district to ensure sound fiscal responsibility. Purpose: The Payroll Specialist is responsible for providing administrative and clerical services in order to ensure effective, efficient, and accurate financial and administrative operations. Scope: The Payroll Specialist reports directly to the Assistant Superintendent for Business and is responsible for providing financial, administrative, and clerical services. This includes performing payroll responsibilities promptly, accurately, and efficiently in accordance to District polices, procedures, and schedules. In addition, the Bookkeeper is expected to perform diverse, specialized financial accounting and budget duties, prepare, monitor, maintain, and reconcile the budget while assuring District compliance with the Illinois Accounting Program Manual. Knowledge, Skills, and Abilities: Knowledge – The incumbent must have proficient knowledge in the following areas: 1. High School diploma or equivalent required with courses in bookkeeping, accounting, business, English, and math. 2. A minimum of two (2) years of bookkeeping or payroll processing experience preferred. 3. Any equivalent combination of experience and education will be considered. 4. Knowledge of fund accounting and the Illinois Program Accounting Manual (IPAM). 5. Knowledge of Word, Excel, Adobe, and PowerPoint. 6. Knowledge of modern office practices, procedures, and equipment. 7. Knowledge of record-keeping techniques. 8. Knowledge of correct English usage, grammar, spelling, punctuation, and vocabulary. 9. Possess excellent oral and written communication skills. 10. Possess excellent interpersonal skills using tact, patience, and courtesy. 11. Knowledge of filing systems. 12. Demonstrate sound work ethics. Essential Functions and Responsibilities: 1. Maintains a complete and systematic set of records for all financial transactions of the school district. 2. Prepares a variety of financial reports to reflect the health of the District. a. Financial statements. b. Income/Expense reports. c. Imprest Statement. d. Quarterly/Year End Revenue/Expense Reports. e. Grant Expenditure Reports. 3. Performs complex, responsible, and varied duties processing a bi-monthly payroll for certificated/classified staff and other assigned employee groups. a. Calculates all contracts, assignments, to include garnishments, child support deductions, alimony, etc. b. Calculates and remits all applicable withholding liabilities for all District employees, to include social security, federal tax, state tax, retirement (403(B), TRS and IMRF), applicable union dues, along with District FICA and IMRF matching payments. c. Prepares quarterly and annual Federal and state payroll reporting returns. d. Reviews time sheets for accuracy, completeness, and authorization. e. Reviews and compares information inputted by the Business Office Clerk with time sheets received to ensure accuracy. f. Reconciles all payroll liabilities to the general ledger and prepares payments as necessary. g. Ensures regulatory compliance of payroll system to all applicable guidelines, polices, and procedures. h. Processes termination checks in compliance with various guidelines and pension plans. i. Reconciles subsidiary control ledger to general ledger; prepares quarterly and year-end reports. j. Researches current tax, pension, benefit, and other laws and regulations affecting payroll administration. k. Coordinates payroll system changes with applicable departments. l. Provides and/or requests information to resolve discrepancies in payroll information. m. Assists in verifying and responding to employee and authorized inquiries regarding salary or other forms of compensation. 4. Prepares annual employee W-2 forms. 5. Oversees the preparation of the annual Teacher Retirement System (TRS) report. 6. Prepares and files the monthly Illinois Municipal Retirement Fund (IMRF) report. 7. Assists in budget preparation; forecasts employee wage and benefit expenditures and provides other budget assistance and information as needed. 8. Oversees the processing of Imprest Fund checks as needed and the preparation of the monthly Imprest Fund report. 9. Researches and prepares quarterly and year-end expenditure reports for state and federally funded programs. 10. Maintains, updates, and troubleshoots financial software in order to keep the system running smoothly. 11. Prepares and files necessary forms to process unemployment claims and appeals. 12. Assists new staff with the enrollment process and provide information on available benefits. 13. Interfaces with all levels of staff within the District and outside vendors as needed. 14. Attend workshops/seminars to acquire best practices for professional development. 15. Be available to take part in the District's educational mission through participation in student and/or building-based programs. 16.
