POSITION: Payroll Specialist


  • High School Diploma, GED or equivalent

  • Experience processing payroll, experience in school district business office preferred

REPORTS TO: Accountant/Supervisor and Director of Business & Personnel

COMPENSATION: $33.25/per hour (19/20 contract rate), 8-hour work day with unpaid half hour lunch

EMPLOYMENT: Twelve-month work year, 260 days

JOB GOAL: The Payroll Specialist will process wages for all school district personnel including deductions, contributions, taxes and all benefits and related areas with the highest level of confidentiality.

Knowledge, Skills and Abilities:

Knowledge of and skill in the payroll process, spreadsheets and other computer applications. Ability to research, compile and edit information for reporting purposes. Ability to interact with all people in a positive, friendly professional manner, customer service oriented manner. Ability to communicate effectively, both orally and in writing. Ability to plan, organize and prioritize activities based on the deadlines of the task. Ability to analyze, and interpret data. Ability to work independently as well as cooperate with staff, administration and co-workers. Ability to answer a telephone in a professional and courteous manner. Ability to work as a team member.

Additional Qualifications

  • Knowledge of business practices and procedures involving the payroll process

  • Knowledge of practices and procedures relating to benefits and insurance

  • Basic understanding of the accounting process as it relates to payroll, benefits, insurance and its impact on the budget.

  • Demonstrated proficiency in the mechanics and processes of payroll

  • Ability to work effectively with employees of the district, community members, municipal officials, auditors and consultants.

  • Must possess a high level of integrity, moral character and proven work ethic

  • High organization, communication and public relations skills

  • Maintain open and ongoing communication with the Supervisor and Director on all aspects of the work including issues at hand, concerns and inquiries

  • Ability to establish priorities, work independently and carry out oral and written instructions

  • Exercises initiative; displays self-motivation and uses considerable independent judgment

  • Polished and effective communication and public relation skills

  • Adheres to the strictest level of confidentiality

General Responsibilities

  • Responsible for all payroll functions of the district; including school personnel, cafeteria, grants, child care, maintenance, administrative and unaffiliated employees

  • Responsible for securely maintaining and disseminating all personal and confidential data

  • Communicate with all staff to ensure an understanding of the payroll process and the calculation of their actual wages and deductions

  • Compute wages and overtime in conjunction with union contracts, and Federal and State Law

  • Calculate pro-rated salaries, and other special pay situations such as military pay, jury duty etc.

  • Understand, calculate and record payroll deductions

  • Individual must be cognizant of payroll processing deadlines and understand the obligation to process payroll under a variety of calendar constraints and other circumstances as they may arise.

  • Maintain bi-weekly balance sheet for both wages and deductions to ensure accuracy and integrity of the process.

  • Prepare premium reports to communicate with insurance carriers and other program vendors on a variety of voluntary deductions such as pension plan, Teachers Retirement, Tax Sheltered Annuities, credit union etc

  • Calculate and implement all garnishments and levies according to law

  • Inspect automated payroll system output such as registers and stand alone reports to determine if balanced prior to processing and correct before processing

  • Prepare and file all tax reports including Federal and State 941 Quarterly Reports, UC2 Quarterly Unemployment for CT

  • Preparation, computation and distribution of W2's

  • Research and prepare special reports for management

  • Document flaws or problems with procedure for corrective action by Director of Business and Personnel

  • Perform internal audits of both wages and deductions to ensure integrity and accuracy

  • Manage the clerical aspect of the benefits and insurance functions to resolve employee and vendor issues

  • Responsible for the calculation and submission of all monthly contributions to the CT State Teachers Retirement

  • Investigates and researches questionable data. Communicates issue to Director of Business and Personnel

  • Capable of ensuring corrective actions are completed as directed when necessary to resolve payroll and benefit inquiries and problems as approved by the Director of Business and Personnel

  • Maintains files in accordance with district policy and State of Connecticut retention schedules

  • Assist in the implementation and ongoing training/maintenance of district financial software as well as automated time and attendance system

  • Work in conjunction with other members of the central office team to ensure that attendance, FMLA and other leaves are being reported and treated correctly for payroll purposes and employee attendance

  • Participate in ongoing training to ensure knowledge of labor laws, and procedures related to payroll and benefits

  • Perform account analysis when requested

  • Assist in monitoring salary lines for accuracy regarding year to date expenditures and encumbrances.

  • Reviews, updates and attends to administrative details in the area of payroll not requiring the immediate attention of the Supervisor of the Director.

  • Demonstrated ability to research information, collect and organize data and assemble reports

  • Demonstrated ability to work and function as a part of an office team

  • Compute wages and overtime in conjunction with union contracts, and Federal and State Law

  • Calculate pro-rated salaries and other special pay situations such as FMLA, dockings etc...

  • Follow up and perform research on inquiries related to payroll, deductions or contributions in a timely manner.

  • File all payroll and related documents promptly

  • Maintain files and reports for auditing purposes and in accordance with district policy

  • Prepare Annual Salary Agreements

  • Compile data for billable payroll transactions and prepare invoice

  • Participate in cross-training activities as required.

  • Other duties as assigned by the Supervisor or the Director of Business and Personnel.
