TITLE: Payroll Specialist
QUALIFICATIONS: Requires at least an associate's degree in accounting, business, finance or related field. Must have excellent written, oral and computer skills.
REPORTS TO: Director of Finance
JOB GOALS: Under limited supervision and with a customer service-oriented mindset, the successful candidate will plan, direct, and coordinate all activities of bi-weekly payroll function ensuring compliance with all applicable policies, procedures, laws and regulations as well as serve as backup to monthly payroll processing.
PERFORMANCE RESPONSIBILITIES:
Process bi-weekly payroll and serve as a backup to monthly payroll and manage positive pay alerts. Bi-weekly payroll consisting of:
Maintenance Regular and Overtime pay
Custodian Regular and Overtime pay
Bus Driver Regular and Overtime pay
Key and import School Resource Officer Timesheets
Temporary Custodians and DSOC Temporary Worker's pay
Create State Retirement file and upload to PEBA website.
Create supplemental contributions report and submit to PEBA.
Generate Payback report for Medical spending adjustments and enter deduction adjustments for employees before the last payroll of the year.
Generate cost report data for RBHS staff to Medicaid Specialist (salary, fringe, attendance)
Process payroll vouchers related to payroll such as:
PEBA employee insurance
Zurich employee AD&D
Optional Retirement (4 vendors)
SC State Retirement
Accident Fund Insurance (HUB as Broker) for worker's compensation
Prepare and upload ASI Flex and Deferred Comp after each payroll.
Prepare and remit federal and state payroll tax reports after each payroll
Assist with calculating and filing quarterly payroll state and federal 941 and 941B, quarterly 1065 and annual 1606 for State.
Upload 403B file for TSA Consulting.
Prepare monthly and quarterly retirement report for SCRS and ORP and upload as necessary.
Prepare other reports as necessary and requested such as Civil Rights Data Collections, Occupational Employment by School Report, Teacher Attendance Survey, and Employee Leave Plans.
File Quarterly Unemployment report.
Prepare and manage vehicle usage report.
Assist with balancing and processing W-2's at year end.
Print deduction registers for payroll deduction checks to be mailed.
Transmit Direct Deposit File to First Citizens in accordance with pay deadlines.
Performs other duties as assigned by the Director of Finance and/or Chief Financial Officer.
Works with others consistently (internal and external/public and private) in a cooperative and respectful manner.
Ability to be flexible, handle a variety of tasks and manage multiple tasks without loss of efficiency and effectiveness and within established timelines.
Ensure communication (written and verbal) with both internal and external personnel is professional and accurate.
Term: 12 months
Performance of this job will be evaluated annually in compliance with the Board's policy on evaluation and professional personnel.
