Job Description:

Leidos Corporate has an immediate opening for a Payroll Processing Manager to join our Enterprise Business Operations (EBO) Group in Oak Ridge, TN. In this role, you will report to the EBS Payroll VP and Director and will lead a team of professionals focused on processing Leidos payroll, Costpoint accounting and timesheets, and support the enterprise Payroll service center. You will support the continued development of operational procedures and also lead the learning and development of the team. The payroll team handles complex union, federal contracting standards, expat, and other special pay situations for US based employees on missions around the world. Responsibilities and duties include the following, but not limited to: - Lead the entire payroll team (payroll processing, Costpoint accounting/timesheets, and service center) to ensure accurate and timely execution of work.

  • Drive a culture of service excellence within the team; promoting "Best in Class" customer service.- Review daily work performance reports to understand progress and address gaps as needed.

  • Evaluate recommendations and lead the implementation of approved changes in the processing of payroll, service center requests, and Costpoint matters.

  • Provide guidance on high risk, internally escalated payroll issues and discrepancies.

  • Review and monitor established payroll processing metrics and manage team's performance against the established metrics to ensure accurate payroll processing.

  • Ensure accurate payroll processing, reconciliation and recordkeeping of multi-state payroll. Also, ensure accuracy of payroll deductions for employee contributions including insurance and garnishments.

  • Ensure timely and accurate execution of payroll reporting processes; develop an action plan to mitigate operational risks and/or resolve escalated issues- Closely partner with the HR Operations teams to support On-boarding, Benefit Enrollments, Payroll and HR needs.- Serve as a point of escalation for high risk questions/issues from employees on union, federal contracting standards, expat, and other special pay situations.

  • Oversee overpayment process and ensure compliance with federal, state, and local law.

  • Oversee and monitor garnishment data to ensure accuracy.

  • Oversee and support SOX and other compliance audits, including pre-audit and post-audit activities.

  • Provides support, training, mentoring, and development to reporting staff on an ongoing basis to ensure the department performs at a maximum performance level.- Coordinate with Payroll System and Solutions team on special projects.

  • Coordinate with Payroll System and Solutions team to update payroll standard operating procedures (SOPs), payroll process, and any additional business documents for timely payroll processing.- Coordinate with Payroll System and Solutions team on vendor administration and management projects.

Required Qualifications- High school/GED Degree and minimum ten years of corporate payroll experience, including 2+ years of experience supervising or leading a Payroll team. (Bachelor's degree in Accounting preferred).- CPP or an alternative payroll certification is required within first year of employment.

  • Proficiency with payroll data analytics to monitor work performance information.- Proficiency with Microsoft Office suite

  • Excel, Word, PowerPoint is required.- Proven ability to lead/manage multiple projects/work streams simultaneously.- Excellent communication skills and able to collaborate effectively with internal and external stakeholders.- Strong organization skills and work well under pressure. Preferred Qualifications- Bachelor's Degree in Accounting, Human Resources or related field.

  • Proficiency with vendor systems such as ADP and Deltek (Costpoint).- Ability to work with government contractors which includes knowledge of applicable federal laws and regulations (SCA, DCAA, etc.).

  • Proficiency with unions, garnishments, and/or expat (international employee) payroll.

  • Ability to coordinate with payroll technology vendor.

In this role, you will be responsible for the day-to-day payroll functions in an efficient, and timely manner under the supervision of Payroll Supervisor and Manager to ensure assigned employees receive on-time and accurate paychecks. The payroll team handles complex union, federal contracting standards, expat, and other special pay situations for Leidos US based employees on missions around the world. Responsibilities and duties include the following, but are not limited to: * Calculate, compile and submit accurate information and adjustments into the payroll processing software for assigned employee groups. * Calculate pay components in compliance with federal, state, and/or local policies and tax guidelines. * Administer over-payment payroll processing and review of ADP garnishment responses (i.e., court answers). * Input manual garnishment data received via mail and submit via mail as needed. * Administer comp leave and manage gross-up/net payroll calculation. * Create, review, and audit manual checks. * Prepare manual upload files used in the processing of payroll. * Provide electronic approvals to ADP Garnishment for states that accept electronic signatures. * Review court answers for states that require flash signatures, and submit to payroll vendor for processing. * Generate payroll reports and distribute to assigned distribution lists. * Update employee tax status as needed as well as information about withholdings. * Record and respond to employee questions, concerns about payroll and communicate those to the appropriate team members. * Review escalation issues and communicate to the payroll supervisor as needed. * Conduct specialized research into issues and provide recommendations for payroll processing and outputs. * Assist with wage audits, tax reporting and adjustments. * Distribute payroll cycle reports for each payroll cycle. * Comply and adhere to multiple payroll policies and procedures. * Communicate issues and participate in problem resolution/escalation processes. * Review, coordinate and submit timely manual check requests including sensitive matters such as termination cases. * Participate and support SOX and other compliance audits. * Execute payroll pre-audit and post-audit activities. * Other duties as assigned. Required Qualifications: * High school diploma/GED Degree and 3-5 years of corporate payroll experience. Bachelor's degree in Accounting is highly preferred. * Strong knowledge of payroll systems (e.g. ADP-EV5), timekeeping software (e.g. Deltek T&E) and other payroll related technology systems. * Experience working with internal and external stakeholders with strong attention to detail. * Strong communication and administration skills.
