Position Summary:
The duties of the Payroll Operations Manager include but are not limited to the following:
Directs maintenance and revision of all Payroll related functions of the Banner system.
Manages computer system issues related to Payroll processing, including training, reporting, problem solving and enhancement proposals.
Ensures the integrity of data in the University's computer systems, including Human Resources and Payroll systems.
Ensures institutional compliance with Federal, State and University policies, guidelines and procedures relative to Payroll.
Provides leadership to the Payroll Operational staff (3 Payroll Specialists) and assist in directing payroll operations in the absence of the Director.
Ensures that all payrolls are processed accurately and timely and in accordance with all Federal and State laws.
Coordinates daily processes.
Provides examples of best business practices as needed.
This is a hybrid position that requires the incumbent to work in the office at least 2 days per week, with the possibility of additional on-site days as needed.
On-site training is required.
Qualifications
Minimum Qualifications
Graduate degree with major emphasis in accounting or business administration or equivalent experience in higher education, payroll operations and payroll administration.
Strong technical and functional knowledge of HR/Payroll systems.
Experience with higher education payroll and/or VRS reportable payroll.
Extensive experience with operational aspects of automated payroll processing systems.
Significant knowledge of governmental accounting, generally accepted payroll practices, generally accepted auditing standards, and tax law.
Significant knowledge of payroll operations in an automated environment and ability to transfer those skills to staff.
Demonstrated ability to effectively provide supervision and leadership to staff regarding operations and meeting critical deadlines.
Ability to communicate clearly, orally and in writing, with employees of various levels within the University.
Ability to use office automation, word processing, etc., software.
Strong mathematical/accounting skills.
Ability to provide quality customer service in a professional manner.
Ability to work independently and as a team player.
Demonstrated ability to develop and implement policies and procedures.
Demonstrated experience working in and fostering a diverse faculty, staff and student environment or commitment to do so as a staff member at VCU.
Preferred Qualifications
Certified Payroll Professional (CPP) preferred.
Supervisory experience preferred.
Reconciliation knowledge preferred.
