Purpose and Scope:
The Payroll Manager is responsible for the administration of payroll for Virginia Hospital Center - Arlington including bi-weekly payroll processing, employee relations and payroll related disbursements.
Responsible for timely processing of bi-weekly payroll
Responsible for entering all current and prior period adjustments/corrections to be processed with the next payroll cycle.
Responsible for checking and correcting at each step all reports generated during the payroll processing schedule to ensure a complete and accurate payroll.
Responsible for timely preparation of all payroll disbursements which includes direct deposits and payroll checks.
Prepares wires and/or pays through EFTPS all tax deposits according to tax schedule.
Performs departmental labor expense analysis when needed.
Responsible for all voids, stop payment
Enters and documents all voids into the system for voided checks or returned direct deposits
Initiates and documents stop payment requests with the bank in a timely manner, when checks are lost or destroyed
Enters into the system all manual checks which are written on the payroll account
Secures payroll check stock by maintaining awareness of stock levels and initiating order as necessary.
Works with the Human Resources department to correct withholding file errors, pay rate errors, and other status errors.
Maintains records in accordance with departmental filing system and retention schedule.
Performs all payroll testing for patches, upgrades and implementations, creating documentation of such testing and maintaining records for audits.
Is instrumental in the payroll year-end closing procedures: performing research to determine needed adjustments, processing reconciling/adjustment entries, testing/producing/printing/mailing the W-2's, sending out the IRS and state filings.
Provides assistance to the Asst. Controllers and the G/L Accountants in the form of research regarding payroll distributions and documentation; provides copies of reports such as Payroll Register, Deduction Report for Savings bond, etc.
Cross trains to prepare the monthly Payroll Account reconciliations; performs the reconciliations as needed.
Cross trains to prepare the quarterly and annual reporting of the 941 Employment taxes, Unemployment Compensation reporting and state tax annual reporting; performs the reporting for each as needed.
Education: High School Diploma or equivalent is required. An Associates Degree or Bachelors Degree in Accounting or equivalent experience is preferred.
Experience: At least two years experience with a computerized payroll system is required; experience with an automated time and attendance system is preferred. The ability to communicate effectively with hospital staff is required. Calculator skills, an aptitude with numbers, knowledge of federal and state tax tables and attention to detail are also necessary.
