The City of Wilmington, a top Delaware employer, seeks an experienced and analytical Payroll Manager to join the Department of Human Resources. Reporting to the Director of Classification & Compensation, this position will work closely with the payroll team to create efficient and accurate payroll processing for the City of Wilmington's workforce.

DUTIES AND RESPONSIBILITIES

  • Coordinate all activities and functions of the payroll process ensuring timely and accurate processing for approximately 1100 employees.

  • Serve as the department's primary administrator for payroll related software (Munis and Kronos),

  • Manage Munis system maintenance including by not limited to accumulators, YTD totals, and W2 processing.

  • Work closely with and provide guidance to the Payroll team.

  • Develop and provide comprehensive training for payroll staff and for all departmental payroll liaisons.

  • Process weekly and bi-weekly payrolls as needed and/or in the absence of a member of the Payroll team.

  • Gather, interpret, and prepare data for studies, internal/external reports, and FOIA requests.

  • Review and recommend appropriate Kronos access for employees, supervisors, approvers, and editors. Additionally, monitor and maintain access levels for each department.

  • In consultation with the Director of Classification and Compensation, recommend process improvements and efficiencies in the Payroll process.

  • Perform other duties as assigned.

EDUCATION AND EXPERIENCE

  • Bachelor's degree from an accredited college or university with a concentration in the areas of accounting, finance, business, or human resources with extensive experience in government payroll processing.

  • Five years' experience processing payroll, preferably in a government and heavily unionized environment.

  • Human Resources, Payroll, and/or compensation certifications preferred.

  • Knowledge: Solid knowledge of human resources/payroll practices and procedures, including state and federal wage/hour laws, IRS regulations, and FLSA. Working knowledge of the City's HRIS Systems, including Kronos and Munis. Working knowledge of accounting and auditing principles.

  • Skills: Interpersonal and relationship building skills with an ability to work with a diverse workforce. Excellent oral and written communication skills including the ability to effectively communicate with entry to executive level employees. Ability to maintain confidentiality. Ability to effectively present information communicating best practices, and potentially selling a new workflow or initiative is critical.

  • Abilities: Strong work ethic and ability to prioritize competing demands and priorities into logical sequences and systems.

CANDIDATE EVALUATION

Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, and a panel interview (in-person or virtual).

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and pre-employment physical.

  • Physical Requirements: This position is primarily sedentary, with employee sitting/standing at a desk in front a computer. Employee may need the ability to lift up to 10 pounds occasionally.

  • Vision: Employee will be in front of a computer/computer screens during the majority of the day and will need the ability to focus and adjust vision as necessary.

  • Working Conditions: This position is in an office environment, which is typically quiet and predictable.

  • Location and Schedule: Monday

  • Friday from 8:30am

  • 4:30pm in the City/County Building, with a hybrid schedule and occasionally includes nights and weekends.

Compensation encompasses both salary administration and a comprehensive benefit package:

  • Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.
