As the Harvest/CHASS lead, the incumbent will play a pivotal role in ensuring the accuracy, compliance, and efficiency of CHASS (College of Humanities, Arts, and Social Sciences) outcomes and data management. The primary responsibilities will encompass auditing CHASS outcomes, providing data support to CHASS administration, overseeing CHASS transactional entry training for administrators, and monitoring payroll tools supported through campus, including the one-time pay tool, position funding tool, salary cost transfer tool, and any other sponsored tools utilized by the campus.

The Harvest/CHASS lead will support CHASS department administrators in utilizing the UCPath budget distribution page to manage budget allocations within CHASS departments, as well as UCPath transactions and approval workflow. The payroll analyst uses skills as a seasoned, experienced payroll professional with a full understanding of industry practices and organizational policies and procedures to regularly work on highly complex issues where analysis of data requires an in-depth evaluation of variable factors. Interacts with senior internal and external personnel.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Identifies risks and responds accordingly. Serves as a lead within the organizational unit and as a subject matter expert or project manager.

Recommends and establishes updates to business processes and procedures. Exercises judgment in selecting methods and techniques for obtaining solutions. Utilizes contacts within the payroll office and across the organization and UC System.

Payroll-related services include, but are not limited to, on-boarding, off-boarding, payroll transactions, transaction approvals, payroll auditing, time reporting, position management, personnel updates, leave balances, etc. The payroll analyst coordinates with human resources and academic personnel to ensure timely and accurate review, preparation, processing, and auditing of payroll, personnel, and financial transactions. The payroll analyst ensures accurate entry and oversight of information for biweekly and monthly payroll processes for student, staff, and academic employees.

The incumbent exercises significant independent judgment in the interpretation of moderately complex regulations and policies related to payroll administration. The incumbent serves as the SME for the complex implementation of collective bargaining agreement requirements within the UCPath system as related to payroll administration. Maintains personnel and payroll records in accordance with retention policies.

Responsible for monitoring UCPath inquiries and escalated inquiries, works on complex payroll issues, and provides support on payroll-related matters. The incumbent will provide data analytics for reporting purposes and to assist in identifying trends and process improvements. This position reports to the Payroll Director and has a dotted line report to the CHASS Academic Personnel Director.

The full salary range for the Payroll Lead is $59,000 to $103,400 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position.

Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a university employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

Provides analysis for complex payroll projects, such as verifying tax treaty forms, and resolving non-resident alien payroll issues, complex payroll retroactivity, and various State and Federal regulations. Other complex matters include ensuring vacation, leave of absence, disability, workers compensation, union contracts, government regulations, withholding exemptions, etc., are appropriate and deduction amounts are calculated and applied correctly to the various accounts.Applies payroll concepts to perform complex analysis regarding pay processing adjustments, including retroactive pay, tax withholding, and overpayments.Calculates complex terminal pay issues.Researches, identifies, and corrects invalid pay postings.Coordinates, trains, and advises payroll staff and administrators on inter-organization payroll payments.Provides training to payroll processors and human resource staff on payroll topics such as payroll processing, workers' comp, payroll system entries, and timekeeping system.Monitoring payroll tools supported through central offices.

Oversee payroll tools supported on campus, including the one-time pay tool and position funding tool. Monitor the usage, functionality, and effectiveness of payroll tools, identifying areas for improvement or optimization. Collaborate to troubleshoot issues, implement enhancements, and ensure the seamless operation of payroll tools.Works with departments to identify special pay-processing requirements for timekeeping payroll and other ancillary payroll systems and programming.Documents payroll processes and procedures.Assist department administrators in utilizing the UCPath budget distribution page to manage budget allocations, reallocations, and expenditures within CHASS departments. Collaborate with UCPath support teams to troubleshoot technical issues, escalate system-related concerns, and facilitate the implementation of system updates or enhancements.Manages monthly reconciliation of bank payroll accounts.Verifies compliance with federal and state payroll requirements.Participates in audits of internal records, workers compensation, tax filings and related documentation.
