This Payroll & Benefits Specialist II position is located in our Finance Department and will functionally support both Payroll and Employee Benefits. This position is responsible for assisting in assessing, evaluating, and resolving issues regarding payroll under direction of Payroll Manager and will provide backup to the Payroll Manager in his/her absence. Under the direction of the Benefits Consultant, this position will perform professional and administrative work in managing the employee benefits programs and operations. This includes the development, administration, coordination, and communication of various employee benefit programs offered by Cumberland County government.
Prepare, process and record bi-weekly payroll, report preparation, journal entries, EFT transmission, check writing, and related payments. Ensure compliance with Federal and State law and local policy to include timely payment and remittances. Analyze and interpret payroll data and complete financial reports
Review and validate wages to prepare Federal 941, State NC5Q, Employment Security Commission NCUI, and W-2s per statutory guidelines. Keep abreast of new tax laws and implement changes and updates. Review and reconcile quarterly reports at year-end to system generated W-2 reports. Resolve discrepancies and carryout generation and posting of W-2s. Ensure electronic files are submitted as required
Reconcile payroll liabilities to general ledger; transmit payments to IRS and NC Department of Revenue for tax deposits
Analyze and audit department time sheets and follow-up with departments when discrepancies are found and until reconciled
Serve as backup on all facets of payroll administration/setup within the financial system to ensure accuracy and efficiency as required for each payroll; monthly, quarterly, and/or annual reporting
Provides service daily to employees and retirees resolving any issues regarding coverage, claims or personal information for the policies they carry. Completes enrollments and cancellations for any corresponding life event changes and answers all benefit related questions for all employees and retirees. Acts with integrity and maintains high levels of confidentiality
Updates Cumberland County's BenAdmin system on an ongoing basis
Establishes new tables for employee deductions in payroll system as new vendors are added, updates existing tables when rate changes occur
Assists in administering the flexible benefit plan for county employees; monitors health care plans and implements changes in coverage each year after renewal contracts are approved. Updates deduction tables in the payroll system if there are changes in employee's premiums
Conducts bi-weekly new employee benefit orientation to include overview of all benefit policies and keys the appropriate deductions into payroll system
Associate degree with course work emphasis in accounting or business management and four (4) years previous experience and/or training involving the preparation, processing and reconciliation of a high-volume payroll, experience in processing insurance claims, or administering employee benefits and other fiscal documents and transactions; or an equivalent combination of education and experience.
