TITLE: PAYROLL ASSISTANT

DEPARTMENT: FINANCE

GENERAL DESCRIPTION

This position is responsible for full cycle payroll processing for all City of West Haven employees. Duties include verifying submitted timesheets for accuracy and confirming all changes, deletions, and additions to payrolls. The incumbent will on a regular basis make technical payroll decisions, calculate various rates, and prepare invoices for deductions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensures all timesheet data submitted by department timekeepers is reviewed, corrected and approved by department heads.

  • Processes all manual and historical corrections, including but not limited to the following: stop payments and reversals; retroactive pay; calculating and issuing manual checks; processing out of class pay.

  • Prepares and processes all required post payroll reports. Submits payables to Accounts Payable and processes all remittance.

  • Manages the preparation and completion of all monthly, quarterly and year end payroll functions.

  • Prepares special "pays"; computes earnings, taxes, social security contributions, retirement and deductions.

  • Provides individual employee payroll history for workers compensation, and accident cases.

  • Verifies employee earnings for mortgage and credit applications.

  • Ensures court ordered settlement, garnishments, and other applicable deductions are properly recorded and processed.

  • Answers inquiries from employees and others concerning payroll procedures and policies, employee earnings, deductions and tax related information.

  • Manages retiree post-payments benefits as they relate to health care cost-sharing; ensures employees on disability, workers' compensation and FMLA are billed for their contractually required cost shares.

  • Performs related duties as required.

MINIMUM EDUCATION AND EXPERIENCE

Associate's degree in accounting or closely related field and three (3) years of responsible experience in full cycle payroll processing; OR graduation from high school with four (4) years responsible experience in payroll processing.

Works under the general supervision of the Assistant Finance Director.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable experience with processing full cycle payroll utilizing ADP system applications (Payroll/HRIS; Workforce Manager).

Working and applied knowledge of municipal payroll procedures and related personnel policies and procedures, including federal and state tax regulations.

Demonstrated ability in meeting both processing and reporting deadlines, interpretation of multiple guidelines or procedures and resolution of complex problems.

Proficiency in using MS Office; advanced skill in Excel.

Knowledge of principles and practices of bookkeeping.

Considerable computer skills in accurately entering and updating data in various applications.

TOOLS AND EQUIPMENT USED

Standard office equipment that includes phone, computer, fax/copier, etc.
