The City of Oxnard's Human Resources Department seeks a Payroll Analyst with strong organizational and excellent communication skills. Under general supervision, the Payroll Analyst performs difficult and complex professional payroll accounting duties.

WHAT YOU'LL DO:

  • Plan, prioritize, assign, lead, and review the work of staff responsible for processing the City's payroll. Ensure the process of the biweekly payroll and related tasks are completed correctly and timely.
  • Oversee biweekly payroll for about 1,800 employees, with 6 MOU's.
  • Prepare, process, and review all quarterly and year-end reporting and work with internal and external parties to ensure timely processing and accurate payroll reporting (i.e., W-2s, State Controllers Report, and ACA). Remit benefit and payroll tax payments to external agencies and prepare all necessary Federal and State payroll tax returns.
  • Coordinate changes in employee benefits, deductions, and salaries to provide accurate payroll and accounting records.
  • Ensuring work schedules are complete for accurate reporting of time. 
  • Identify, research, and resolve payroll accounting discrepancies and inconsistencies and recommend, develop, and implement corrective actions to ensure accurate recording and reporting of payroll transactions. Responsible for payroll audits during and after the payroll processing. 
  • Formulate, streamline, establish, and maintain processes and procedures needed to maintain appropriate internal controls and improve efficiency.
  • Research, interpret, apply, and explain payroll rules related to FLSA and CALPERS reporting.
  • Maintain and explain payroll policy and procedures with reference to memorandums of understanding (MOU), FLSA, and Federal and State Law.
  • Process payroll information utilizing several complex software applications, including MS  Access, MS Excel, HTML files, and Sungard HTE payroll system. Serve as subject matter expert in conversion to a new ERP payroll system - Tyler Munis.
  • Research and solve payroll problems; continually update and maintain payroll records and computer systems; audit and implement compensation and benefit changes.
  • Make changes to payroll tables and earning or deduction codes as needed due to MOU, local, State, and Federal taxes, along with various other deduction and benefits codes such as CalPERS, Deferred Compensation, and Union Dues.
  • Provide training and information to payroll departmental representatives and timekeepers throughout the City. 
  • Enter payables and communicate with third parties to deliver timely, accurate information and payments. 
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing payroll services; implement policies and procedures.
  • Participate in the selection of payroll staff; assist in training and evaluations, well working with employees to correct deficiencies. Responsible for staffing needs to ensure adequate staff coverage. Cross-train payroll staff.
  • Perform related duties and responsibilities as required.

Classification Title:  Administrative Services Analyst (C)

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

WORK SCHEDULE:

The normal work week is 9/80: Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am-5:00 pm. This position may be required to work outside business hours, including on weekends and holidays, as needed to respond to workload needs. This position is considered exempt and not eligible for overtime pay. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned area.
  • Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.
  • Gathers information, analyzes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned area.
  • Provides analytical support and coordination of special projects, as assigned.
  • Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to human resources may be responsible for:

  • Providing advice and consultation to managers and supervisors;

  • Performing special projects;

  • Conducting research, analyzing data and preparing reports and recommendations;

  • Coordinating human resources processes such as recruitment and selection, classification and compensation, position control system management, workers' compensation and safety, absence management and the reasonable accommodation process;

  • Ensuring implementation of policies and procedures;

  • Processing and managing workers' compensation claims and modified duty assignments;

  • Providing assistance with legal processes;

  • Providing support for safety training and meetings;

  • Processing disability retirement applications.

EDUCATION AND EXPERIENCE:

  • Associate's degree (or 60 units working towards a Bachelor's Degree) in business administration, finance, accounting or a related field, and four (4) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or an Administrative Services Specialist, Senior with the City of Oxnard in area of assignment; OR 
  • Bachelor's degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment. 

NOTE: Depending on assignment, some positions may require a Bachelor's degree and may not substitute for an Associate's.

  • Must be able to effectively communicate in English, both orally and in writing
  • Must be a current City of Oxnard employee in the Human Resources Department

This position requires a 12 month probationary period.
