Payroll Administrators primarily process information for new hires, terminations, status changes, tax changes, deductions, direct deposits, time sheets, rate changes, and retroactive adjustments. Additionally, Payroll Administrators send out required reports and follow up with supervisors regarding employee time sheets. Administrators will be responsible for assisting in the preparation of payroll journal entries, quarterly and annual filings (941s and W2s), and in the set-up and maintenance of earnings, deductions, and tax codes.

Job Requirements

Payroll Administrators at BHN have the following qualities:

  • 2-5 years of payroll experience

  • Knowledge of automated payroll procedures.

  • Microsoft Office (Outlook and Word) experience.

  • Intermediate to advanced Microsoft Excel skills (required).

  • Knowledge of basic accounting concepts.

  • Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) a plus.

  • Kronos experience is a plus, but not required.

  • High School Diploma or GED required; Bachelor's degree preferred.

Division Overview The mission of the Department of Revenue's Child Support Enforcement Division is to protect the economic well-being of the Commonwealth's children by enforcing the financial responsibilities of parenthood. Effective child support enforcement is an essential part of the larger effort by the Commonwealth and the federal government to promote families' economic self-sufficiency. DOR/CSE's core functions are to establish paternity, and establish, enforce and modify child support and health insurance orders. Much of our success depends on collaborations with a wide variety of state agencies and private entities. Manager (Western Region) – MV The Massachusetts Department of Revenue Child Support Enforcement Division (CSE) is seeking a manager for its Western Region with offices located in Springfield and Pittsfield, Massachusetts. The manager will oversee Case Management operations in the Western Region. The manager reports to the Regional Director of the Western Region. As a member of Western Region's management team, the manager participates in strategic planning and policy development. The manager's assignments include solidifying the regional management infrastructure, systematizing workflow, fostering cooperation between office teams, and empowering front line workers. In addition, the manager is responsible for building and maintaining a collaborative work environment with staff in other regions, the central headquarters, the customer service bureau, and partner agencies/organizations in order to meet goals and to provide service to customers. The employees assigned to the Western Region include case worker, supervisory, and attorney staff. The Western Region provides services to about 41,000 families and collaborates with the Probate and Family Court to establish paternity, and establish, enforce, and modify child support and health insurance orders at approximately 6,900 hearings annually. Additionally, the manager assists the Western Regional Director with statewide management oversight for one or more child support business processes with staff who report to the Regional Director, but may be physically located in CSE offices around the Commonwealth. Duties * Oversee the Case Management staff in the Western Region. Case Management staff serve as a point of contact/resolution for customers, customer representatives, and partner agencies/organizations within and outside Massachusetts. The staff are responsible for analyzing issues, and either resolving the issue or directing issues to other child support teams for follow-up action. As a point of contact for customers, the Case Management staff explain actions taken on cases; explain the laws, regulations, and policies that govern the child support program; and take actions to support parents in complying with the terms of their child support orders. * Participate in developing business plans and strategies to carry out mission of the CSE program and meet state and federal performance goals. * Participate in evaluating the organizational structure and business processes associated with CSE's computer system (COMETS HD). * Serve as model for leadership. * Empower staff to work at full performance levels. Develop and implement professional development plans and corrective action plans for individual staff as part of the performance evaluation system. * Develop partnerships with other state agencies and resources in the local communities to promote the mission of CSE. An external candidate recommended for a position with the Department of Revenue will be subject to a background check; this background check may include checks for: state and federal tax compliance, child support order compliance, education verification, CORI checks in state(s) of residence/employment and FBI/state. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
