SUMMARY OF JOB DESCRIPTION

The Patrolman Operator is expected to operate a variety of heavy equipment and assist with all phases of natural gas transmission construction, Mueller equipment, pipeline locating, gas leak detection, operations, maintenance and emergency call out. Position reports to Deer Lodge and travels to various jobs within Gas Transmission's Service Territory.

DESCRIPTION OF ESSENTIAL FUNCTIONS

  • Patrolman Operator will be required to operate a variety of heavy equipment including trucks, semi-tractors with trailers, forklifts, side booms, excavators, earth-moving equipment, pipe-handling and pipe specialty equipment

  • Monitor and maintain associated equipment as necessary

  • Communicate verbally and understand audible signals in emergency/safety situations

  • Respond to emergencies

  • Work overtime including participating in rotation schedules, working evenings and weekend shifts'in response to acute service needs

  • Complete required documentation, in a timely and efficient manner.

  • Required to work outdoors in all weather extremes subject to gas field hazards

  • Assist with overhauls, construction projects, and operate pipeline location and leak detection equipment and gas compressors

  • Perform individual lifts and manipulate needed equipment weighing up to 75 pounds

  • Travel up to 100% of the time leaving the shop Monday morning, returning Friday afternoon

  • Must be able to wear protective equipment and clothing

  • Must perform all manual tasks required by Gas Transmission construction

  • Dig and work around "live" pipelines operating under pressure, and flowing gas, as well as all other utilities

  • Must be available for call outs and gas emergencies

  • Must live within 60 minutes of the assigned work location in Deer Lodge, Montana

MARGINAL WORK FUNCTIONS

  • These functions may be considered essential based on location and other factors.

  • Present training on safety, calibration, or other topics as needed*

  • Organize equipment and perform regular and preventative maintenance

  • Patrolman Operator may be responsible for operation and maintenance of high pressure natural gas compressors and related equipment*

GENERAL QUALIFICATIONS

  • Must be able to demonstrate and maintain a good safety record

  • Must possess strong interpersonal communication skills

  • Must have high school diploma or equivalent

  • Proven experience working with digging and lifting equipment, and hand tools

  • Must report to work on time and be able to follow instructions

  • Must interact positively with supervisors, co-workers and customers

  • The ability to complete Operator Qualified training and performance tests is required

  • Required to complete NWE Gas Operator Qualification and HAZMAT programs within six months of hire

  • Knowledge of applicable Code of Federal Regulations, CFR192, and industry standard safety

  • Must have a valid Montana Commercial Driver's License and satisfactory driving record, and capable of obtaining a Crane Operators License

The position is assigned to the Vocational Education Program within the Division of MCE and located at Montana State Prison. Montana State Prison is a multi-classification correctional institution for adult male felons. This position is responsible for the supervision and training of the inmate work force for career opportunities in the Metals Technology field, which includes but is not limited to, Welding, Machine Tool Operation, Metal Fabrication, Mechanical Drawing, and Blue Print Reading along with tool use and safety, general shop and work area safety. The training by the incumbent provides consistent inmate staffing for the OJT part of the program at the Motor Vehicle Maintenance (MVM) Shop. American Welding Society AWS standards will be used so that current welding practices are taught. This position will work as a team with the MVM production manager, and the other metal fabrication instructor whose primary focus is welding instruction. This positions primary focus will be project design, metal fabrication projects and support training. Metals Technology Program Management: The classroom and hands-on, task oriented training by the incumbent, will provide the basic competencies so the inmates can gain entry level employment in the welding, fabrication, repair and maintenance field. This position will use AWS current industry procedures, repair and maintenance standards so that defined goals and objectives are met. Researches, evaluates, and prepares recommendations on curricula, instructional methods, and materials to ensure that current ideas, technologies and best practices are being presented and implemented within the training curriculum. The incumbent will develop exercises so that hands-on welding, repair and maintenance techniques and procedures are performed by the inmates in the program. Must be able to provide and maintain a system of records and provide program reporting as required. Follows institutional policies and procedures and provides vigilant shop area supervision of the inmates. Supervises the inmates by providing escort, movement control, key control and tool control, and immediately reports any incident. Classroom and Lab Management: Prepares task exercises so that the inmates gain proficiency in performing proper welding shop repair techniques. This position will use demonstrations and prepare shop exercises to support this training. Use basic computer skills using Microsoft Office to present learning materials. This position will provide in-service training for the MVM production workforce using prepared short clinics. Must provide a safe working environment and learning atmosphere. Inmate Recruitment and Supervision: Recruit inmates interested in being involved in this training: Screens and interviews prospective inmates to make sure they meet the required program qualifications. Consults with managers, housing unit management team, medical, and other personnel regarding entry into the program, inmate needs, and referrals. Counsels students with regard to their personal and professional development. Perform monthly evaluations on student progress. Disciplines the inmates and holds them accountable to perform acceptable work. Physical and Environmental Demands: Working conditions are typical of a correctional facility. High school diploma or equivalent and 5 years or 10,000 hours of welding and fabrication experience. The completion of directly related vocational education can be given in lieu of experience. The incumbent must be highly skilled and have a thorough working knowledge of the theory of current welding and metal fabrication technology. Working knowledge of operation and care of welding equipment, shop safety practices, OSHA and EPA regulations endorsements, certifications and training, including AWS Welding Educator Certification in the welding and fabrication industry equal to a journeymen level are typical of this position and are given hiring preference.
