Job Description:
The Patient Services Specialist II has advanced Patient Services Specialist skills and is proficient in independently maintaining a positive patient experience by consistently exceeding expectations in customer service and patient care, by coordinating clerical and medical activities of a healthcare team, patient registration activities and facilitating access to UTMB services for new and returning patients.
Salary Range

The salary range for this position is from $36,052 to $45,065 commensurate with experience. This is a pay Band Code CS13.

Specific Job Related Duties



  • Ability to function as a team leader.

  • Provides peer guidance and leadership.

  • Able to effectively triage problems.

  • Understand clinic flow to maximize clinic usage to meet patient needs.


  • Provides high level customer service in all interactions with internal and external customers.

  • Provides direct, professional, and knowledgeable interactions with patients, physicians, referral sources, and the treatment team.

  • Answers calls accurately and with exceptional customer service at all times.

  • Ensures callers needs are met and accurate information is obtained.

  • Ensures calls are documented and triaged appropriately ensuring patient satisfaction and patient safety. Completes telephone encounter process if appropriate.

  • Acts as patient advocate and liaisons with various departments to meet mutual goals.

  • Maintains patient confidentiality regarding access to patient and other clinical information via email, computer, fax and mail

  • Addresses concerns of patients, provides service recovery, and escalates issues as needed.


  • Applies the policies of the clinical entity to schedule appointments.

  • Coordinates financial counseling for day surgery.

  • Completes reminder calls to patients for scheduled appointments

  • Educates patient/responsible parties regarding billing process and any additional financial responsibilities including third party benefits information.

  • Provides out-of pocket cost estimates to patients

  • Counsels patients about unpaid bills.

  • Obtains future appointments at time of service for clinic follow-up, referrals, and ancillary services.


  • Arrives patients and prepares paperwork/chart for visit.

  • Appropriately receipts all monies collected, tokens distributed, and deferments authorized.


  • Verifies, ensures eligibility, and pre-registers patients by obtaining patient demographics and third party coverage(s) at every encounter.

  • Obtains and documents information required for third party reimbursement.

  • Ensures compliance with Medicare and third party coverage.

  • Communicates with patient, referral source, UTMB physician and clinical staff regarding any obstacle to access or authorization.


  • Fully dispositions each patient within the designated timeline.

This position is responsible for the evaluation of vendors and contracts including the Requests for Quotes (RFQ), Requests for Proposals (RFP) and Requests for Information (RFI). This position works under minimal supervision on complex assignments that require considerable independent discretion and judgement. This role is project based and is required to work on projects requiring; research, negotiation skills, and evaluation of services and be able to make a recommendation based on their research. They would provide recommendations of supplier selections based on research. They would support the business areas in evaluations of goods or services and are able to provide support when in negotiations. Requirements: * Request information and do an impartial evaluation of a vendor or suppliers offerings. If a contractual agreement is entered into, they will make sure that the contract is fully executed and stored into the Contract Lifecycle Management System. * Provide proper documentation to have a new vendor setup in SAP. * Work with legal counsel to make sure all documents are reviewed by legal counsel before being sent to leadership for signature. * Verify renewals of contracts are fully executed and entered in the Contract Lifecycle Management System (CLM). * Work with Coupa License holders to make sure a blanket purchase order is created on any contracts for spend. * Provide support of negotiations and evaluations of proposed projects for American National leadership at all levels. * Must have Strong Communication Skills, both Oral and Written, and be able to participate and/or lead team meetings. Should also have excellent active listening skills. * Must be able to evaluate and compare supplier quotes, bids and information and make a recommendation based on the findings. Will present these findings in presentations and provide supporting documentation. * Written communication is important since they will need to be able to create professional documents for supplies and internal customers. They will need to be detail oriented when evaluating bids for pricing and specifications. * Must be able to effectively lead a team within the Corporate Procurement Services Department. * Should demonstrate the desire to continually be learning and evolving. Corporate Procurement Services, because of the relationship with vendors and suppliers often privy to market changes and innovation. * Must be able to be adaptable and flexible to market changes and work towards continuing to innovate the items they are responsible for by leveraging relationships with internal customers and suppliers/vendors. Qualifications: * Bachelor's Degree or equivalent work experience required. Preferably concentration in Finance or Business. * 4 – 6 years of business experience required. 2 – 4 years of procurement experience preferred. * Work with American National Team members and Suppliers/Vendors to facilitate Requests for Proposals, Request for Quotes and Invitations to Bid. * Must have a working knowledge of the categories they manage in order to lead the team members who report to them. * Ability to conform to shifting priorities in spend strategies, product demands and purchasing timelines through analytical capabilities. * Excellent Skills in Microsoft Outlook, Microsoft Word, Microsoft Excel.
