POSITION SUMMARY

The Advising Specialist for the PH4 Reentry Program will play a crucial role in ensuring the successful transition, and comprehensive support of Adults in Custody (AIC) from correctional facilities to their communities. The position involves pre-release coordination, maintaining continuity of case management, and facilitating the implementation of the Individual Development Plan (IDP). The successful candidate will work closely with WorkSource Oregon Reentry program (WSOR) staff, Department of Corrections (DOC) Transition Coordinators, and community partners to provide holistic support and resources for AICs throughout their reentry process.

DUTIES & RESPONSIBILITIES

Continuity of Case Management:

  • Ensure that enrolled participants have the same case worker pre and post-release, as required by the FOA

  • Facilitate planning meetings with AICs and WSOR program staff both inside the prison and within 72 hours of release in their home community

  • Maintain communication and coordination with primary case managers in the AICs' home community for seamless transition and case management.

Comprehensive Case Management

  • Collaborate with a multidisciplinary team, including DOC Transition Coordinators, to coordinate services such as SNAP benefits, job search and training preparation, housing assistance, and referrals for additional services

  • Implement a person-centered planning approach, allowing AICs to drive the creation of their IDP with support from WSO and DOC staff

  • Utilize a shared tracking system to ensure accessibility of case management information for all staff members working with AICs

Pre-Release Career Exploration and Planning Function

  • Work with AICs to explore career options using a variety of resources, including Oregon Career Information System, Quality Info, and Virtual Reality where available

  • Coordinate with correctional institutions to leverage opportunities for AICs to build career skills through secondary, post-secondary, and apprenticeship training, as well as employment through Oregon Prison Enterprises

Pre- and Post-Release Activities and Services

  • Provide pre-release services such as employment and career planning, SNAP benefits enrollment, housing support, and essential life skills training

  • Extend support post-release with activities including career exploration, access to skill-building and life skills classes, referral to employment opportunities, and provision of needs-related payments and training scholarships.

Institutional Expectations

CANDIDATE QUALIFICATIONS

Minimum Qualifications:

Associate's degree

  • AND-

Two years of related experience in advising, social services, career/workforce

development, and/or employment and training programs

  • AND-

Minimum of two years of direct personal experience within the correctional system, either as a formerly incarcerated individual or someone with close personal ties to the system.

  • OR-

Associate degree from an accredited institution

  • AND-

Four years of customer service experience in a higher education setting

  • AND-

Minimum of two years of direct personal experience within the correctional system, either as a formerly incarcerated individual or someone with close personal ties to the system.

Core Competencies:

  • Bicultural/multicultural skills sufficient to select appropriate behaviors, values and attitudes within different cultures during interactions with others

Preferred Qualifications:

  • Bachelor's degree in social work, counseling, criminal justice, or related field

  • Proven ability to leverage personal lived experience to comprehend and articulate the multifaceted challenges associated with reentry, including but not limited to housing, employment, healthcare, and social integration. This

  • Experience providing wrap-around support services

  • Strong interpersonal skills and the ability to empathize with individuals navigating reentry, considering the diverse backgrounds and experiences within the correctional system.

  • Cultural competence and a non-judgmental approach are essential to building trust and establishing rapport with clients, fostering an environment conducive to successful reintegration into society.

  • Knowledge of the criminal justice system, workforce development, and community resources

ADDITIONAL INFORMATION

SCHEDULE & MODALITY

This position is not eligible for remote/hybrid work.

TERMS OF EMPLOYMENT

  • This is a 100%, 12-month classified assignment of the B3 band and grade

  • Please note:The college is currently undertaking a comprehensive classification and compensation study. No employee will lose base pay because of this study, however, classification titles and pay grades may change. The successful candidate will receive notice of all changes prior to implementation which is currently projected for the Summer of 2024.

  • This position has a 6-month probationary period

  • This is a grant-funded position with funding currently until December 31, 2026 Continued employment is contingent on the funding that supports all or part of the position.

  • All positions at Chemeketa are required to be available for work onsite as requested by the college.

  • Requires flexible work schedule to meet program needs, which may include evenings and/or weekends

  • This position may require the use of your personal vehicle for transportation between campus locations

  • If requested, requires the provision of official transcripts upon hire

  • Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS

Sedentary Work:Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

PUBLIC SERVICE LOAN FORGIVENESS

Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
