Part-Time Project Manager

GENERAL SUMMARY:

This is a part-time position performing a variety of project management tasks for the Department of Public Works, averaging no more than 25 hours per week. This includes but is not limited to capital improvement projects, technology improvement and implementation projects, asset assessments and inventories, and process improvement & implementation assistance.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Assists the Director of Public Works with implementation of short-term and long-term goals for public works programs, capital improvement projects, contract administration, risk management, agency accreditation, and GIS mapping.

May serve as project manager on design and construction projects for roads and other capital projects.

May assist with the mapping of the urban forest, identifying potential hazard trees, and reporting hazard trees to utilities.

Lead the continued development and implementation of the asset management program for Public Works.

Assists in the evaluation of existing programs and processes and their improvement.

Assists in the deployment of new technology.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.

Assists with the budgetary planning process and administration of the Department budget; may assist in the development of the Capital Improvement Plan

Supports the Director in recommending and developing capital projects and major purchases.

Communicate the asset management program framework, including goals, strategies, and performance measures to key team members and field personnel

Provide training and technical assistance to staff regarding policies, procedures, methods, and workflow related to

asset management.

QUALIFICATIONS:

Familiarity with GIS systems &/or asset management systems.

Familiarity with tree identification, tree structure, and common tree issues. Experience with urban forestry preferred.

Familiarity with the basics of stormwater management and stormwater systems.

Ability to troubleshoot and resolve data and software issues with the asset management platform.

Ability to perform mid- to upper-level data analysis and assess the impacts of data and information management.

Ability to read, write, interpret instructions, and perform basic arithmetic. High School Diploma or equivalent combination of education and directly related experience is required.

At least two (2) years of documented experience within the last six (6) years in directly related activities.

Ability to perform physically active work of a light nature, requiring frequent walking, climbing, pushing, pulling, stooping, kneeling and crouching activity to perform routine inventory and inspections in adverse conditions and all weather; and occasional exertion up to 150 pounds, frequent exertion up to 50 pounds.

Possession of a valid Michigan chauffeur's license is necessary; CDL preferred.

A physical exam administered by the employer's designated physician with successful medical clearance is required to determine ability to perform essential functions of the job.

SUPERVISION EXERCISED:

Occasionally directly supervise the task-related work of technicians, seasonal workers, or interns assigned to assist on projects and other activities.

SUPERVISION RECEIVED:

Supervision is received from the Director. Will coordinate work with DPW Supervisors.

WORKING CONDITIONS:

Work involves exposure to diverse inside and/or outside environmental conditions, traversing challenging terrain, inspecting all parts of City infrastructure, potentially including storm drains, trees, sidewalks, roadways, and parks.
