The Parole/Post Release Specialist (P/PRS) serves as a technical expert for Post Release and Parole Supervision. The primary purpose of the P/PRS position is to:

  • Examine arrest notices and schedule preliminary and commission hearings,
  • Review hearing summaries and update OPUS to reflect decisions,
  • Schedule preliminary hearings for offenders and hearing officers,
  • Inform attorneys and/or public defender of scheduled hearings with offenders,
  • Enter hearing summary outcome in OPUS,
  • Update narratives in OPUS and ensure OPUS is updated and paperwork is processed accurately,
  • Assist field personnel with issues related to P/PRS when offenders' termination period ends.

The P/PRS also serves as staff assistant in gathering, analyzing, editing, and reporting information to both the Parole / Post Release Supervision Commission and and DCS Program Services management.

This position assists with developing work procedures, methods, and policies. Focus is primarily on office procedures and field operations which help facilitate effective and efficient supervision activities which meet both Section and Commission goals.

This position will also:

  • Review emergency warrant requests, notice of arrest worksheets, hearing notices, hearing summary reports, ISC reports, Commission reports and requests for assignment of counsel,
  • Coordinate and schedule preliminary hearings,
  • Assign hearing officers,
  • Schedule Commission Hearings,
  • Maintain offender files within OPUS and hardcopy files within the office,
  • Process revocation orders,
  • Provide field staff, prison staff and the offender with appropriate copies,
  • Process contempt rulings,
  • Coordinate release of inmates when reinstated back under supervision,
  • Process death notices ensuring that Combined Records receives the necessary documentation for closing the case in OPUS,
  • Maintain accurate files and process new cases ensuring that the period of supervision is correct in OPUS,
  • Ensure compliance with all legal and policy requirements,
  • View and respond to emails from the proxy email box.

Errors by this employee can result in violation of offender rights, litigation, monetary loss to the State, danger to the general public and their property, delays in releasing inmates and even loss of life by not acting quickly and appropriately.

This position must be able to navigate both OPUS and web-based systems to schedule hearings at various locations throughout the state. Knowledge in other computer programs such as Microsoft Word, Excel and Access is needed.

The Parole/Post Release Specialist (P/PRS) communicates with a variety of individuals daily, primarily through email and telephone. Examples include but are not limited to law enforcement, prison staff, attorneys, offender family members, victims and general public requests. Internally, the position communicates with Probation Officers, CPPO's, Hearing Officers, Jail staff, Commission Staff, DCI monitoring staff, Extradition Office staff, ISC staff and Community Supervision Administration staff.

Incumbent must have the ability to:

  • Interpret and apply standard personnel policies, procedures, regulations and laws to a variety of personnel transactions,
  • Exercise judgment in evaluating situations and making recommendations concerning employees, applicants, positions, transactions and problems, 
  • Maintain effective working relationships with employees, coworkers and the general public,
  • Work independently and maintain confidentiality.

Due to the crucial nature of the operation, the work is high profile and crisis-oriented in nature requiring expeditious handling and a meticulous attention to detail.

This position description is not all-inclusive and supervisor may delegate and assign other duties to position as needed.

This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

Community Supervision, as part of the Department of Adult Correction, is responsible for the oversight of the supervision of all adult offenders on probation, parole or post-release supervision.  Additionally, Community Supervision is responsible for the supervision of offenders who transfer from other states, as well as oversight of the Community Service Work Program.  Community Supervision's mission is to ensure public safety while providing meaningful supervision of offenders that directs the offenders towards becoming productive citizens of the state.

Community Supervision provides administrative and field services to the offender population, the Judicial System, the Courts, Post-Release Supervision and Parole Commission and provides protection to the community within assigned Judicial Districts.

Community Supervision employs approximately 2,500 people consisting of primarily certified Probation/Parole Officers to supervise more than 75,000 criminal offenders located throughout North Carolina.  Probation/Parole Officers protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders placed under Community Supervision. This is accomplished by obtaining an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns.

The salary grade for this position is NC09.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • The incumbent must have demonstrated skill in organizing workflow and coordinating activities.

Management prefers:

  • Skill with computer programs such as Microsoft Word, Excel and Access,
  • Knowledge of effective practices and office management techniques,
  • Considerable knowledge of evidenced based practices, Justice Reinvestment Act and related policies,
  • Clear and effective written and oral communication skills,
  • Decision making and problem-solving skills, 
  • Demonstrated ability to coordinate a variety of resources in gathering information and independently answering inquiries,
  • Demonstrated ability to function both independently and as part of a team.

High school diploma or General Educational Development (GED) diploma AND Four years of related administrative experience;

  • OR-

Equivalent combination of education and experience.
