This is an FLSA-exempt supervisory position. Under the general supervision of the Director and/or the Assistant Director of Parks and Recreation, the Parks Supervisor coordinates, monitors, and supervises the activities of a group of skilled, semi-skilled, and/or unskilled employees engaged in caring for irrigation, turf, shrubbery, trees, grounds, buildings, pools, trails, playground equipment, athletic fields, and other amenities in city parks, and does related work as required.
This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.
Assigns and supervises full and part time staff performing maintenance functions at all city parks, trails, open spaces, leased and related facilities
Supervises and performs necessary installation of park projects and maintenance in all city park and recreational facilities
Supervises maintenance and repair of park motorized and power equipment, playground equipment, and tools
Supervises installation, maintenance, and repair of all infrastructure, automated water and electric lines in all city park facilities, streetscapes, river trails, and operation of irrigation systems
May perform more difficult and complex park maintenance duties
Establishes and prioritizes work schedules in order to accomplish routine assignments, special project work, and emergency situations
Makes field judgment decisions that maybe flexible in order to adapt to frequently changing priorities
Researches, develops, recommends, and implements annual city-wide park maintenance programs, projects, and work assignments
Maintains records and data relative to maintenance and work functions performed on facilities or responsibilities assigned to the position which includes, but is not limited to, scheduled work reports, maintenance manuals, work planning, employee evaluations, and time sheets
Creates and maintains an inventory of park equipment, materials, and tools
Operates city owned vehicles and equipment
Performs pest control operations to control vegetative and insect pests, as necessary
Participates in the recruitment and selection of temporary, part-time, and seasonal staff and makes recommendations relating to hiring, commendations, discipline, and/or termination as necessary
Develops, guides, trains, and evaluates employees in the accomplishment of their duties, and provides opportunities for skill enhancement and expansion of their knowledge in the field of park management
Coordinates Parks and Horticulture divisions' budgets by collecting data, organizing materials, making recommendations, and monitors expenditures against approved budgets
Supervises snow removal operations
Responds to requests, concerns, inquiries, and complaints from the public
Works with Administrative staff addressing complaints, concerns, and issues that occur in the park and recreational facilities
IMPORTANT FUNCTIONS:
Physical Requirements:
Below are the physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation:
Moderate to heavy physical work requiring ability to lift and carry objects weighing up to 100 pounds
Regular walking and standing to oversee projects
Some pushing, pulling, bending, stooping, crouching, and climbing to work on repairs and inspect work sites
Hand/eye and hand/foot coordination for operation of equipment and vehicles
Vision to operate equipment, read reports, manuals, written materials, instruments, and gauges
Good speech communication, hearing, and listening for effective communication with others
Thorough knowledge of park maintenance procedures, safety protocols, tools, automated irrigation systems, all maintenance equipment, and playground equipment
Working knowledge of the care, propagation, cultivation, and cultural practices of plants, trees, shrubs, and native and bluegrass turf
Ability to effectively supervise, train, evaluate, and lead individuals and groups
Knowledge of interpersonal skills and ability to work well as a team member
Ability to work successfully with and provide good customer service to supervisors, administrative staff, recreation staff, other city employees, the general public, and other agencies and organizations
Ability to take initiative and exercise significant discretion and independent judgment for daily operations
Ability and skill to successfully perform the essential duties of subordinate classifications
Ability to communicate effectively both orally and in writing with various audiences
Ability to manage time, staff, and physical resources effectively
Knowledge of the laws, regulations, and methods of pesticide application
Knowledge of construction practices and procedures
Ability to read and interpret plans, construction drawings, specifications, written instructions, policies, and procedures
Skill in the safe and lawful operation of a motor vehicle
Ability to develop budgets and to approve and monitor expenditures against approved budgets
Ability to use standard office equipment, computer equipment, and software including word processing, data base management, spreadsheet applications, and electronic mail
Ability to prepare written and statistical reports
Ability to create and maintain an accurate inventory of park equipment, supplies, and materials
Ability to perform all the job duties in a safe manner
In addition to the knowledge, skills and abilities listed above, this position requires the following at time of application:
An associate degree, 60-semester hours, 90-quarter hours, 2-year technical certificate, or higher education from an accredited college or university in horticulture, irrigation, or general trades with
Four (4) years of successful experience working in connection with grounds and facility maintenance, automated computerized irrigation systems, or maintenance of park motorized and power equipment and tools.
OR
High school diploma or GED required with:
Six (6) years of successful experience in connection with grounds and facility maintenance, automated computerized irrigation systems, or maintenance of park motorized and power equipment and tools.
AND
SPECIAL CONDITIONS OF EMPLOYMENT:
Majority of work is performed outdoors in a variety of settings in possible severe weather. Exposure to smog, chemical agents, and potentially hazardous equipment. Must work occasionally on a "call back" status on weekends or weeknights.
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
