WORK OBJECTIVE

ATTENTION: this position has CDL Incentive pay of an additional $1.00/hour.

Compensation within the range is dependent on documented qualifications.

[*IF REQUIRED TO REPORT: Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies, rotational on-call assignments, or critical incidents as determined by City Administration.]

Performs advanced technical and administrative work coordinating and supervising the installation, maintenance, repair and/or construction of parks and parks facilities. Responsible for direct supervision of Crew Leaders and their subordinates.

Ensures that regular maintenance tasks are scheduled and assigned appropriately. Performs related work as required. Work is performed under the general supervision of the Parks Manager.

ESSENTIAL FUNCTIONS

Supervises and assists in directing parks construction, maintenance, repair and operation of parks, parks areas, equipment, buildings, grounds and athletic fields and improvement projects.

Directs the activities of assigned personnel in the area of parks maintenance.

Maintains records and files; prepares reports.

Plans, organizes, and schedules work projects and assigns staff and equipment.

Supervises and trains personnel; evaluates employee performance; reviews job applications, interviews and recommends selection.

Issues discipline to assigned employees up to the written reprimand level and recommends progressive discipline up to termination to address performance and behavioral problems.

Assists the Parks Manager with the preparation of the division budget and helps to monitor and track expenditures.

Requisitions necessary materials and supplies.

Researches, prepares, and reviews proposals, and recommends improvements in division services to match growth of community needs.

Assists in the preparation of specifications for capital outlay items.

Coordinates with the Crew Leaders to develop budget recommendations for the next fiscal year and assists in maintaining the assigned Parks Operations budget for personnel, equipment, maintenance, and capital projects.

Assists the Parks Manager in preparation of division budget and monitors expenditures.

Responsible for conducting and documenting safety inspections of Parks and Parks facilities and identifying items that need repair or replacement; directs maintenance and repair work; assists in operations and maintenance tasks.

Prepares and maintains records and prepares a variety of reports on division activities and equipment maintenance.

Operates heavy and light construction and maintenance equipment in the construction, maintenance and repair of recreation and parks projects; performs labor and semiskilled tasks as assigned.

Provides training for assigned personnel on safe work practices for job tasks and various equipment utilized.

Assists the Parks Manager in and oversees the design, installation, and maintenance of irrigation systems.

Assists staff in manual labor tasks as needed.

Responds to citizen inquiries on division activities or need for service.

Assists with the oversight of Park contracts to ensure compliance with contract specifications and requirements.

Inspects maintenance, repair, installation and construction sites and gives technical advice and assistance to crew leaders.

Serves as essential personnel during natural or man-made disasters and emergencies.

Subject to flexible hours as required.

Performs related tasks as required.

MINIMUM QUALIFICATIONS

Requires a High School Diploma or GED equivalent supplemented by two (2) years of college level coursework in Horticulture, Landscape Design, or closely related field. A valid Florida driver's license is required; a Class B Commercial Driver's License (CDL) is preferred.

Five (5) years of progressively responsible work experience in turf management (Bermuda 419, Zoysia grass and Aloha Seashore Paspalum) and utilization of pesticides to maintain turf fields and landscape beds. A minimum of three (3) years of work experience in irrigation repair, construction principles, and parks maintenance is required. A minimum of two (2) years of Supervisory work experience also required.

Recreation and Parks administration work experience preferred. An equivalent combination of education, training, and work experience may be considered.

SPECIAL REQUIREMENTS

Certified Playground Safety Inspector (CPSI) or National Program for Playground Safety (NPPS) certification is required within twelve (12) months of employment. Ornamental and Turf Pesticide license is required also within twelve (12) months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the methods and practices of equipment and tools, construction, repair and/or maintenance of park and recreation facilities.

Thorough knowledge of the occupational hazards and safety precautions of the work and related equipment operation; skill in the use of the equipment and tools of the trade.

Thorough knowledge of general building, equipment, repair, and maintenance.

Thorough knowledge of the grasses, turf grass and ball field management, flowers, shrubs and trees grown in the area, their planting time and their environmental requirements.

Ability to maintain records and prepare plans and detailed reports.

Ability to plan and supervise the work of skilled, semi-skilled, or unskilled workers on a large scale and over a wide area.

Ability to establish and maintain effective working relationships with associates, contractors, and the general public.

Ability to communicate both verbally and in writing.
