Riverside County Regional Parks and Open Space District is seeking an experienced Parks Superintendent to join the team.

The Parks Superintendent will oversee various divisions, including Safety, Maintenance, Volunteer Services and Special Events. This role involves oversite and coordination of the Parks Safety Inspector and Safety Coordinator to manage safety programs, facility inspections, tree management, and environmental and public safety permits. Additionally, the Superintendent will develop contracts and manuals for the volunteer program, oversee the approval of the district planning guide, manage the outdoor equity program, and handle special event permitting, while expanding District Special Events at Regional Parks and Nature Centers in collaboration with the District Marketing team.

Reporting to the Bureau Chie of Business Operations, the incumbent is responsible for ensuring parks, recreation areas, and trails comply with all applicable rules and regulations. They will also assist in budget development, policies, and procedures, and direct activities through Park Facilities Coordinators, Recreation Coordinators, Volunteer Services Coordinator, Park Maintenance Supervisors and other relevant staff.

The ideal candidate will have experience in program management related to safety, maintenance, volunteer services, and special events, along with knowledge of ArcGIS programs, Cal-OSHA requirements, NRPA playground safety, aquatic inspections, landscape management, and event permitting. Certifications as an Aquatic Facility Inspector, Pool Operator, or Playground Inspector are highly preferred.

  • Coordinate event permitting (ABC, County Fire and Environmental Health) with local entities and divisions approve and coordinate vendors.

  • Prepare specifications and monitor contractual maintenance services and vendors.

  • Prepare budget estimates and assist in formulating and administering program plans and division policies; supervise the enforcement of park rules, regulations, and policies.

  • Instruct and train subordinate personnel in the performance of their duties, including maintaining good public relations, enforcing County ordinances pertaining to the park program, and complying with park rules, regulations, and fire prevention practices as established by the State Department of Forestry and U.S. Forest Service.

  • Resolve field employee relations problems or make recommendations for corrective actions; participate in hiring, promoting, disciplining, and terminating personnel; prepare reports and maintain records on all phases of park operations.

  • Confer with staff and inspect park facilities and open spaces to evaluate effectiveness of operations, maintenance, and recreation programs; observe and review the work of employees for compliance with rules and regulations, and to determine the status of employee training and development; schedule and conduct staff meetings.

  • Maintain effective relations with other agencies and the public; promote interest and participation in parks and recreation programs.

  • Maintain internal control of fees collected, and recommend new or revised fee structures as required; plan and implement outdoor recreation and interpretive programs.

  • Respond to inquiries and complaints from officials and the public; develop and recommend long-range operations and maintenance programs.

  • Make recommendations for building or repair projects and coordinate the implementation of new construction or park improvement projects.Education: Graduation from an accredited college or university with a Bachelor's degree in forestry, park administration, public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: Three years of experience in a supervisory or lead capacity in park maintenance and/or operations.

Knowledge of: Budget and personnel procedures; principles of park management including resource management and protection; equipment, materials, and methods used in park landscape and facilities maintenance; laws, rules, and regulations pertinent to park operations.

Ability to: Plan, coordinate, and supervise the work of others; coordinate the utilization of personnel, equipment and other resources; prepare cost and materials estimates, and budget requests; speak and write effectively; maintain effective working relationships.

Other Requirements

License: Possession of a valid California Driver's License.

Physical Requirements:

This position will assist in park inspections, special events, maintenance tasks as needed and includes walking on uneven ground and may include inclement weather.

Schedule:

5/40 Monday

  • Friday: 8:00am

  • 4:30pm with Saturday and Sunday off
