Mission and General Statement of Duties

The mission of the Butte-Silver Bow Parks and Recreation Department is to sustain and improve the health, wellness, quality of life, and community closeness of the citizens of Butte-Silver Bow and to plan for the future development of the community's parks facilities and recreational programming.

Under the general direction of the Public Works Director or other Butte-Silver Bow Department Head(s) as directed by the Chief Executive, manages and administers the parks, recreation, urban forestry, open space parks, trails, and historic mine yards functions for Butte-Silver Bow.

Distinguishing Features of the Class

This is highly responsible administrative and supervisory work involving the planning, organization, supervision, and coordination of all operations and activities of the City-County Parks and Recreation Division. The work is performed under the general direction and supervision of the Public Works Director, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work includes planning, developing, directing, managing, and overseeing the activities and operations of the Park and Recreation Division including recreation, parks, aquatic facilities, skating rinks, urban forestry, open space parks and trail systems, historic mine yards, city-county owned cemetery, city-county sports facilities, golf course and related services, adult and youth programming and community-wide parades, festivals, and special events; to coordinate assigned activities with other Butte-Silver Bow departments and outside agencies.

Duties/Responsibilities

Examples of Essential Work (Illustrative Only)

  • Plans, organizes, promotes, and administers a comprehensive program of parks, recreation, and athletic programs for all age groups; evaluate community needs and recommend programs and services to meet those needs; meet with staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures

  • Plans, organizes, and supervises the activities, use and maintenance of the City-County public recreation facilities such as parks, playgrounds, golf courses, athletic fields, swimming pools/aquatic facilities, historic mine yards, trails, tennis courts, ice rinks and other recreational facilities;

  • Plans, develops, and supervises recreational programs and approves plans and methods proposed by departmental staff members;

  • Directs programs of work for all division employees and other assigned department employees to operate and maintain parks and recreational areas and facilities ready for public use in implementing parks and recreation programs;

  • Monitors and evaluates the efficiency and effectiveness of park and recreation department methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships, identify opportunities for improvement; direct and implement changes;

  • Prepares budget estimates and requests for the division, controls expenditures of funds and supervises preparation of related records and reports; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies through capital improvement plans

  • Meets with civic organizations and other parks and recreation users to assess and evaluate community interests in parks and recreation facilities and programs and to promote interest in their use;

  • Coordinates City-County programs and operations with representatives of community groups and other interested groups in developing, extending and enhancing recreational programs and operations;

  • Conducts surveys/other outreach endeavors to determine community needs as to programs and recreation activities

  • Researches, assesses and evaluates potential and economic feasibility for the development of new recreation services, programs and facilities;

  • Prepares and submits applications for federal and state grants for recreational and other related programs;

  • Serves as the City-County's principal liaison with festivals, celebrations and other special events;

  • Prepares and gives talks before civic groups;

  • Directs, supervises, advises, motivates, counsels, trains and prioritizes and evaluates the work and performance of division personnel; works with employees to correct deficiencies; implement appropriate disciplinary procedures;

  • Organizes, trains, and directs the work and performance of a large number of seasonal part-time employees;

  • Oversee the preparation of contract bids and construction specifications for BSB property improvements and maintenance; preform field inspections; manage construction projects in connection with new and existing park development;

  • Work with citizen and other public groups to bring about coordinated, effective use of Butte-Silver Bow's parks and recreational facilities; negotiate terms and conditions; prepare agreements for groups' use of city-owned facilities; administer all department agreements and contracts;

  • Develop and implement ordinances, rules and regulations, policies, and procedures to advance the department's missions, goals, and objectives.

  • Serves as the lead BSB employee communicating with the Parks and Recreation citizen board, including preparation, organization, and required posting of monthly agendas, notes and minutes to members and the community, as well as other pertinent Parks and Recreation content to the BSB website on a timely basis;

SAFETY-RELATED DUTIES:

  • Abide by Butte-Silver Bow and department/division work practices established for specific job assignments and occupations;

  • Report occupational injuries, illnesses, and near misses immediately to their supervisor;

  • Follow supervisor instructions for obtaining first aid and/or medical attention. Participate in accident investigations as requested by the supervisor;

  • Participate fully in safety training. Suggest improvements in safety training requirements or programs to the supervisor or the safety committee;

  • Identify unsafe work conditions and unsafe practices. Correct hazards or report them to the supervisor or safety committee as appropriate;

  • Performs related work as required.

  • Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

  • Perform all duties and work assignments in compliance with project quality requirements.

  • Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

  • Perform other duties as assigned

Qualifications

Required Knowledge, Skills, and Abilities

  • Thorough knowledge of the general public administration principles, practices, methods, objectives, and operations of parks and recreational programs, including a comprehensive understanding budgeting and strategic planning to plan, promote, supervise and maintain a vital on-going community parks and recreation program;

  • Thorough knowledge of the principles, practices and methods of organizing and staffing parks and recreation activities;

  • Thorough knowledge of the methods, equipment and materials used in the construction, maintenance and operation of a wide variety of parks and recreational facilities, including picnic grounds, playgrounds, athletic fields, swimming pools, ice rinks, cemeteries, public restrooms and related facilities;

  • Skill in the training and oversight of professional, administrative support, construction trades and maintenance personnel;

  • Skill in team building, persuasion and negotiation;

  • Skill in organizing, coordinating, and directing volunteer community groups;

  • Ability to develop, evaluate and implement a well-rounded recreation program and park facilities;

  • Ability to interpret and communicate park and recreation philosophies, to City-County management, businesses, schools, organizations, groups, other public agencies and the general public;

  • Ability to communicate effectively and establish and maintain positive working relationships with supervisory personnel, employees, community organizations, other public agencies and the general public;

  • Ability to communicate effectively with others both orally and in writing;

  • Ability to plan, lay out, assign, supervise and evaluate the work of a large number of employees performing a variety of program operational, administrative, clerical, supervisory, construction, maintenance, repair and custodial tasks;

  • Ability to inspect and evaluate maintenance and construction and other work performed and to make sound recommendations related to the need for improvement and construction and proper methods for carrying out such improvements;

  • Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;

  • Ability to perform a wide variety of difficult administrative, management, planning, supervisory and technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;

  • Ability to quickly learn, and put to use, new skills and knowledge brought about by rapidly changing information and technology;

  • Ability to work with the Park and Recreation Board, neighborhood associations and other community interest groups to share information and ideas on city recreation programs, parks, urban forestry, open space/trail maintenance and development; and preservation, maintenance, and end-use development of mine yards;

  • Ability to use ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

  • Graduation from a college or university of recognized standing with a bachelor's degree in Recreation, Recreation Administration, Public Administration, or a closely related field; and

  • Five years' experience in parks and recreation management and administration, including supervision of recreation programs and park maintenance; or

  • At least two years of management and supervisory experience;

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities required to perform the work.

Required Special Qualifications

  • Possession of valid driver's license issued by the State of Montana.

  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

"2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)"

Essential Physical Abilities

  • Sufficient personal mobility, with or without reasonable accommodation, which permits the employee travel to and traverse parks and recreational grounds and inspect facilities in all forms of weather and on short notice to perform oversight of program operations and maintenance and improvement activities.
