The Position

The current vacancy is for a full-time Parking Office Representative in the Parking Division of the Public Works Department.This is a benefitted full-time position working 40 hours per week. There will be no part-time opportunities for this position.The eligibility list established from this recruitment may be used to fill other Parking Office Representativevacancies during the life of the list. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Human Resources Director.

Under general supervision, performs cashiering/accounting work related to parking citations, parking permit programs and daily parking; inputs data to the computer regarding parking citations, fines, permit fees, prepares reports and correspondence, responds to inquiries and complaints and performs other duties as assigned.

Typical Duties

(May include, but are not limited to those duties listed below.)

  • Receives and processes payments from customers for payment of fines and fees, both in person and by mail. Prepares receipts and refund checks. Oversees issuance of parking permits.

  • Compiles and inputs citations and other records into the computer; generates and distributes reports; reviews computer reports for accuracy and makes necessary corrections.

  • Maintains various records, reports and logs related to parking citation fines and payment plans, parking permit programs and daily parking. Coordinates computer system upgrades with information technology staff.

  • Answers customer inquires regarding current laws, regulations and procedures; explains rate structures for parking fines, permit fees and daily parking; researches questions or problems and does follow up as required. Resolves or refers as appropriate.

  • Listens to and responds accordingly to complaints of upset citizens; frequently assists difficult customers.

  • Performs various other clerical tasks related to the parking citations, permit programs, and daily parking including typing and filing, balancing and checking cash receipts, preparing the daily deposit, processing in-coming and outgoing mail and preparing correspondence.

  • Communicates with other divisions, departments, public agencies and other jurisdictions regarding parking and permit programs. Maintains communication with parking enforcement officers regarding vehicle immobilization program, verifying status of the vehicle in question and confirming whether the vehicle may be booted.

  • Within prescribed procedures, initiates collection of outstanding parking citations, signs up public for hearings and payment plans.

  • Prepares required forms for administrative hearings and civil filing actions. Prepares data related to contested citations for adjudication. Prepares required forms for administrative hearings and civil appeals. May work with outside collections agencies and/or programs.

  • Assists the Parking Office Supervisor in researching parking related projects.

  • Trains new and existing staff on procedures and other department tasks.

  • Issues parking citations and verifies corrections when appropriate.

  • Uses Department of Motor Vehicle link, complying with confidentiality laws.

  • May act as the supervisor in his/her absence.

  • Oversees the parking of vehicles at the Locust Garage and may perform minor maintenance or repair on parking equipment at the Locust Garage.

  • Performs other related duties that may be reasonably expected as part of this classification.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience:

  • High school diploma or tested equivalent; and

  • Two (2) years of experience in cashiering/accounting or banking, which included customer service and general clerical responsibilities.

Knowledge:

  • Standard office procedures, practices and equipment.

  • Cashiering/accounting practices.

  • Exceptional customer service standards.

  • Basic computer skills and knowledge of keyboard (touch typing).

Abilities:

  • Read, understand and review documents for accuracy and relevant information.

  • Learn parking office policies, procedures and guidelines.

  • Read and interpret local and state laws related to parking.

  • Make sound decisions within established guidelines.

  • Organize, prioritize and follow-up on work assignments.

  • Coordinate multiple projects under the pressure of deadlines.

  • Learn specialized computer applications.

  • Perform basic mathematical calculations; count money quickly and accurately.

  • Maintain confidentiality.

  • Communicate clearly and concisely, both orally and in writing.

  • Follow written and oral directions.

  • Work independently and as a member of a team.

  • Establish and maintain effective working relationships; tactfully deal with the public, in person and by telephone, in situations where relations may often be strained or difficult.

Licenses and Certificates

  • Some positions may require at time of hire possession and continued maintenance of a valid California Class C driver's license.

DESIRABLE QUALIFICATIONS

  • Bilingual ability to speak and write in English and Spanish.

  • Knowledge of municipal and state laws dealing with parking programs.

  • Knowledge of 10-key by touch.
