Classification Definition

The position is limited to 1,000 hours per fiscal year, at-will and non-benefited.

The Parking Enforcement position varies in shifts and days off (including weekend and holiday work as assigned)

Essential Duties and Responsiblities

Essential functions include, but are not limited to: Under general supervision, performs a variety of duties involved in the enforcement of City parking ordinances; enforces time-limit parking regulations on streets and City-operated facilities; interprets and explains parking rules and regulations; may need to participate in court appearances and or hearings; and performs related work as required.

Minimum Qualifications

EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education, Training, and Experience: Equivalent to completion of the twelfth grade; possession of or ability to obtain a 40-hour P.O.S.T.

PC832 Module A certification within six months of hire and experience which demonstrates the ability to perform the duties of the position. Possession of a valid California Class C driver's license.

Knowledge of: Proper English usage; basic arithmetic; basic public relations; alpha and numerical order; appropriate safety precautions and procedures; report writing techniques; modern office equipment including a computer and applicable software; proper storage, inventory and safety procedures and simple record keeping methods.

Ability to: Write legibly; read a watch accurately; read and follow maps; speak clearly and distinctly; enforce necessary regulations with firmness and tact; read, understand and apply the California Vehicle Code and municipal codes related to parking control; maintain schedules and carry out assigned duties without close supervision; understand and carry out oral and written instructions; communicate clearly and concisely, both orally and in writing and establish and maintain effective relationships with those contacted in the course of work; work weekends, holidays and evenings as assigned.

Background Check Process

All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the

Rialto Police Department as well as a physical examination including a drug screening. The background investigation is a rigorous process. A typical background investigation includes but is not limited to: background interviews with individuals designated by the

Rialto Police Department (this may include current and former co-workers, friends, relatives, neighbors, or any other relevant individual), criminal background check, credit check, polygraph examination, and psychological evaluation. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens and repossessions); or thefts from a previous employer.   • Your relatives, references, and acquaintances are asked to comment on your suitability for this position.

  • The information supplied regarding your educational history is examined and verified.

  • You must list a history of your residences.

  • Your work history and experience are examined with regard to your dependability, relationships with fellow workers, trustworthiness, and general job performance.

  • Military service records are subject to verification.

  • The background investigation considers your management of personal finances (however, being in debt does not automatically disqualify you).

  • Your criminal, driving, and insurance records are evaluated.

Selection Process:

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process.

Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.

Veterans Preference Credit Eligibility:

Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment.
