Salary Range: $33.245 - $38.838/hour

  • Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for range.

Hours vary and are based on 24/7 operations. Work schedule is based upon seniority among all Parking Enforcement Officers. Shifts will be discussed at the time of the interview.

NATURE OF WORK:

This position is responsible for citywide parking code enforcement. Work involves issuing parking citations, chalking car tires, performing traffic control as needed, enforcing towing operations, desk responsibilities, appearing and testifying in court and administrative hearings. Employees may be assigned tasks of a similar or higher level classification to gain experience and training in preparation for advancement. A uniform and steel toe shoes are required to be worn for employee safety.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

  • Issues parking citations for vehicles illegally parked at expired parking meters, in handicapped spaces, illegal spaces, or designated areas.

  • Drives a city issued automobile or other vehicle to patrol communitywide parking. Performs booting and towing; prepares paper work to substantiate the boot process; tracks vehicles; boots or tags vehicles.

  • Chalks tires either manually or electronically to determine if vehicles are parked over the given time limit.

  • Assists with traffic control when necessary.

  • Enforces towing operations during street cleaning, snow emergencies, and special events.

  • Assists with traffic flow when necessary.

  • Assists the fire department with traffic control during fire calls.

  • Enforces towing and ticketing of vehicles during street cleaning, snow emergencies, and special events.

  • Testifies in court and administrative hearings regarding parking citations.

  • Trains new parking enforcement officers when necessary.

  • Utilizes a vehicle, radio, handheld computer, chalking equipment, flashlight, mobile telephone, whistle, flares and other work items while performing essential functions.

  • Periodically handles inside desk responsibilities: answering telephones, assessing parking complaints, dispatching field officers, and providing computer support and acts as a police liaison for vehicle registration and ticket inquiries.

  • Utilizes license plate recognition patroller and software.

  • Performs other duties as assigned.

MINIMUM REQUIREMENTS OF WORK:

Must possess a high school diploma or GED or higher.

Possession of previous work experience in parking enforcement is preferred.

Must possess a valid driver's license and a safe driving record.

Knowledge, skills, and abilities in the following areas:

  • Knowledge of local ordinances governing parking regulations.

  • Knowledge of proper procedures utilized in directing traffic. Employees must be alert to avoid accidents or personal injuries.

  • Ability to operate a hand held computer while issuing parking tickets, and the ability to issue legible and accurate handwritten tickets.

  • Ability to learn and operate license plate recognition patroller and software.

  • Ability to identify and accurately write down license plate numbers, Vehicle Identification Numbers, makes and models of vehicles, and ordinance numbers.

  • Ability to communicate effectively with the public both orally and in writing under sometimes hostile circumstances.

  • Ability to communicate effectively over the radio.

  • Ability to operate standard office equipment while performing essential functions.

  • Ability to write clear, concise reports.

  • Ability to understand and follow directions.

  • Ability to work a flexible schedule, including weekends, overnight hours, evenings, and holidays.

PHYSICAL REQUIREMENTS OF WORK:

Ability to walk for long periods of time, and maneuver around vehicles to obtain necessary information to make ticket citations.

Frequently exposed to temperature extremes and a variety of weather conditions, dirt and dust, and gas fumes.

Frequently exposed to stressful work situations, loud noise levels, odors, fumes, and poor lighting, as well as hostile or irate citizens.

SUPERVISION:

Work is performed under the general direction of a supervisor. The employee is required to use judgment in issuing parking citations in compliance with established ordinances, rules, regulations and policies. Work is assigned based on regular operations and calls for service. The employee is responsible for completing work according to City work rules and safety regulations. Work is reviewed through ongoing observation, written and verbal communications, meetings and feedback from the supervisor and from other department employees. Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules and OSHA. Additional guidance is provided through state statutes, City ordinances and standard operating procedures. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standard.

PUBLIC CONTACT:

The employee has regular contact with the general public when issuing tickets, booting/towing vehicles, and providing information about City ordinances and policies. The employee has regular contact with other City employees when coordinating towing and booting, assisting Police and Fire departments during special events, providing general information, and responding to questions.
