Purpose of Classification

The purpose of this classification is to provide management and oversight of all functions of Parking Services and park compliance within the City's Parks including planning, organizing and supervising the work and work product of the Park Rangers, who are responsible for the monitoring, maintenance, and compliance of all City parks, recreation facilities, beaches, and designated parking locations. This position is also responsible for enforcing and educating park patrons of the City's applicable codes and ordinances, monitoring designated parking locations, which includes issuing citations for parking violations; engaging in community public relations; and securing recreation areas and facilities.

Essential Functions

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.

Responsible for oversight of Park Ranger work and activities.

Participates in hiring process for Park Rangers.

Receives and reviews employee concerns and problems, directs and delegates work, coaches, and recommends disciplinary actions for Park Rangers.

Coordinates and establishes priorities for Park Rangers including monitoring permitted use in parks.

Maintains open communication with the public to educate on safety and proper use of parks and parking enforcement.

Maintains open communication with Police and Fire departments to notify and request assistance for all emergencies that occur in the parks, recreation facilities, playgrounds, parking lots, and other City properties.

Develops security plans, including scheduling and assigning Park Rangers to properly open and close Parks and designated locations, maintaining patron safety, traffic and parking issues on park property.

Monitors nuisance trends in parks and makes recommendations for solutions to alleviate issues to the Recreation & Parks Director or designee.

Trains Park Rangers to provide directions, general information, and excellent customer service to park visitors.

Informs Park Rangers about park features, City codes and ordinances, parking regulations and citations.

Proposes recommendations for improvements to current rules, regulations, City's parking codes and Park Ranger operations.

Develops a safety plan to alleviate any hazards in parks.

Investigates property damage, theft, incidents, and vandalism reported in all Parks and designated areas.

Provides recommendations on parking and traffic studies; performs field research, surveys, and data collection. Analyzes data and prepares reports necessary to identify trends and improvements. Prepares all other necessary or requested reports.

Prepares Requests for Proposals (RFPs), participates in selection committees, and oversees the implementation of services, equipment, programs, and projects related to parking; prepares data for City Commission agenda items and public meetings for parking activities including equipment purchases and parking lease agreements.

Provides input for developing and managing the Division's annual budget.

Responsible for maintaining current knowledge of industry trends, as well as laws and regulations related to managing municipal parking services.

Develops both short and long term strategies for the Parking Division based on the analysis of data and input from stakeholders and the parking staff to establish and maintain ample parking space in the downtown, beach, and boat ramp.

Leads and spearheads the strategic plan for the City's parking system services and related local transportation elements including: parking structure, surface parking lots, on street parking, kiosks, parking valet services, downtown shuttle, and associated vendor contracts.

Oversees parking kiosk collections, parking permits collections, and valet collections, including accounting and reconciliation of receipts.

Manages the parking permit system, including the design and ordering of permits, regulations and forms; develops parking fee collection systems; recommends permit and fee structures; and coordinates vehicle registration and permit sales throughout the City.

Oversees collection and management of various fees and fines relating to parking and transportation. Makes collection policy decisions and conducts hearings for those individuals appealing parking citations.

Coordinates revenue collection, following all security and cash handling policies and procedures.

Identifies and articulates needs for facility, equipment, and kiosk maintenance; coordinates work to address those needs with Recreation & Parks Director or designee; regularly inspects parking facilities, designated parking locations, parks and City properties to observes operations.

Monitors customer trends/behavior to maintain operational efficiency and develop new customer service programs.

Maintains statistical data related to parking and traffic. Analyzes data and prepares reports necessary to identify trends and improvements.

Drafts policies and procedures for the Parking Services Division and makes recommendations to Recreation & Parks Director or designee.

Reviews professional literature; keeps abreast of current developments and innovations in the field of parking for local, state and national level.

Performs additional related work as required.

ADDITIONAL FUNCTIONS

Provides assistance at City-sponsored events.

Develops crowd control plans and safety procedures for City-sponsored events.

Minimum Qualifications

  • Bachelor's degree in Planning, Engineering, Recreation Management, or closely related field;

  • Two (2) years of progressively responsible supervisory experience as a Park Ranger in municipal parking systems, security personnel, military personnel, civic law enforcement, parking attendant, or related experience;

  • One (1) year of professional experience securing resolution of customer/citizen complaints and evaluation of programs;

  • Possess [or obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.

  • Possess [or obtain within twelve (6) months of hire] and maintain CPR/First Aid Certification.

  • Possess {or obtain within (14) days of hire] and maintain a valid Parking Enforcement Certification.

  • Possess [or obtain within twelve (12) months of hire] and maintain Crowd Management Certification.

  • Possess [or obtain within twenty-four (12) months of hire] a Certified Administrator of Public Parking (CAPP) designation.
