Description

The City of Richmond, Office of the City Attorney is seeking to fill the position of Paralegal for its Operations and Development Division, in representation of the City's Department of Public Utilities. The purpose of the position is to provide assistance to multiple attorneys in the Operations and Development Division assigned to the City's Department of Public Utilities with legal support needs. Primary responsibilities will include transactional work in the areas of regulatory compliance, real property, transactional matters, and customer service. The successful candidate will have the ability to manage numerous assignments simultaneously and to work independently. Experience in utilities (water, wastewater, stormwater, gas, and electric) law, real estate, environmental law, regulatory law, or municipal law is desired. Job duties will consist of, but are not limited to, investigation, complex research, legal documentation preparation, coordinating and scheduling legal actions, compiling, and organizing documents and exhibits, drafting routine and specialized documents, and maintaining departmental filing systems.

The successful candidate will have a Paralegal certificate, an Associate's degree in Paralegal Studies, a Bachelor's degree in Paralegal Studies or other discipline, or an equivalent combination of education and experience. The successful candidate must also have strong written and verbal skills. The position will undertake other assignments as needed.

Duties include but are not limited to

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):

  • Experience with public utilities law, real estate law, environmental law, regulatory law, or municipal law.

  • Experience with transactional work, such as contracts and real estate.

Skills (some combination of the following):

  • Strong ability to conduct legal research.

  • Strong ability to communicate with various internal and external departments.

  • Keen ability to pay attention to details and ability to remain organized.

  • Strong oral and written communication skills.

  • Considerable knowledge of computer programs such as Microsoft Office Suite.

MINIMUM TRAINING AND EXPERIENCE:

  • Paralegal certificate,

  • Associates degree in Paralegal Studies,

  • Bachelor's degree in Paralegal Studies or other discipline; or

  • An equivalent combination of education and experience.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Compliance with additional requirements that may be established by the City of Richmond

  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly walk and work with one's fingers; frequently balance, lift, or grasp; and occasionally stoop, kneel, crouch, reach, stand, push, and pull. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects. The working conditions may contain environmental hazards.
